What is the opportunity?
Under the direction of the Country Director, the Emergency Response Manager is responsible for supervising and managing all staff and activities in the West Nile area. This includes a multi-sectoral approach in management of construction, WASH, protection, health, training, community services and performing engineering tasks within the Country Program following established standards and procedures. This critical position is both a calling and a career. The Emergency Response Manager will coordinate the provision of services to refugees and build effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities. The position is also responsible for successful project management, including timely achievement of all project deliverables according to the approved proposal and work plans, and budget management. By applying sound management and leadership, this role will ensure Water Mission programs are implemented successfully according to Water Mission standards.
This position requires that the person reside or can flexibly shift to West Nile, Uganda. Our field offices are in Arua and Yumbe Districts. The position requires frequent travels to remote locations within Uganda to carry out assessments, inspections, trainings, and meetings.
The Water Mission Uganda program is a recognized leader in the solar pumping, water treatment, remote monitoring, and community development for last mile, rural communities and refugee settings. The Uganda program has experienced rapid growth over the past five years. The new Emergency Response Manager will be expected to expand on the established reputation of the program as both an implementor and resource to other like-minded organizations. Responsibilities
• Study, embrace, advocate, and lead staff to understand and adhere to Water Mission vision, mission, standards, and values (love, excellence, and integrity) in all areas of office and project operations
• Maintain a strong Christian witness to colleagues, vendors, donors, beneficiaries, volunteers, and partner organizations
• Work in a team environment to provide leadership, direction, and assistance for engineers, technicians, community development staff, administrative personnel, and volunteers
• Implement all construction, maintenance and repair activities as defined by requirements.
• Participate in proposal formulation and grant applications as guided by the Country Director.
• Lead the team to manage and implement multiple, simultaneous WASH projects in different locations to ensure all project activities are completed according to plan, budget, and quality.
• Supervise and provide technical support to the West Nile team throughout the planning and implementation of the projects’ response.
• Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
• Ensure and follow up all hygiene interventions are done properly by the hygiene promoters.
• Along with the WASH officers, WASH Engineers and WASH Team leaders, conduct complete site surveys with drawings and photographs, prepare designs, prepare detailed BOQs and Schedule of Works and follow all necessary procedures to ensure timely delivery of work to the required quality, including ensuring necessary liaison with local authorities and obtaining of required authorizations and permits.
• Define the weekly objectives and planning for the field activities.
• Plan and supervise assessments in the field, participate in the formulation of recommendations and implement accordingly.
• Ensure daily monitoring of the quality of work activities and the progress of project/works implementation.
• Compile and consolidate weekly reports from the field.
• Check and approve all monitoring documents provided by the field officers.
• Communicate any challenges and problems faced to the Country Director, propose solutions and action plans.
• Layout and design of water systems including source, pumping, treatment, storage and distribution.
• Conduct engineering field work and design according to the established engineering principles and standards to a high degree of excellence and dependable accuracy.
• Focal point for UNHCR engagement in West Nile.
• Review project financial reports on a monthly basis, and work with Finance Team to ensure accurate, timely preparation and submission of Financial Reports to the donor.
• Perform assessments in communities, including water quality and quantity testing, survey measurements and other aspects as may be required.
• Provide regular updates on progress to Country Director, other team members including other departments and sectors as appropriate.
• Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
• Where relevant, liaise with partners on project updates, site visits and other communication.
• Maintain the dialogue with the other actors in the area in order to coordinate the activities.
• Ensure high quality project reports are submitted timely in order to track progress, measure impact, enhance accountability and inform future programming according to UNHCR requirements. Project reports include narrative, indicator tracking, and financial.
• Undertake any other duties that may be assigned, support the work in other areas of intervention as deemed necessary by the supervisor.

What Is Required?
• Personal and growing relationship with Jesus Christ.

• Alignment with the principles of servant leadership as embraced by Water Mission.
• Minimum BA/BSc in Engineering, Development, International Relations, Management, or Social Sciences. An advanced degree is preferred.
• Previous work with development or relief organization in complex emergency situations and/or development settings, including refugees, returnees, displaced and/or war affected populations.
• Minimum 5+ years of experience in Project Management.
• General technical knowledge of staff management, building community resilience, protection of civilians, human rights, health programming, WASH or education.
• Familiarity with private, UN and multilateral donors; Previous work experience with INGOs a plus.
• General knowledge of protection, community resilience or social accountability models of governance, refugee issues, human rights – technical knowledge in any or all of these sectors is an advantage year of experience managing development/relief programs at an international level.
• Experience in logistics, planning, procurement and management of field operations.
• Experience and/or knowledge of market-based approaches to resilience, development and economic recovery.
• Ability to work in high tension and high security risk situations and be able to adapt to rapidly changing contexts.
• Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
• Excellent analytical/problem-solving skills and detail-orientation.
• Excellent English communication skills (oral and written); Luo language skills a plus.
• Proven organizational skills and time management.
• Excellent computer skills, familiarity with MS Word, Lotus Notes, MS Excel and Power Point would be an added advantage.
• Advanced skills with office computer programs i.e. MS Office.
• Excellent verbal and written communications skills (English & Luganda/Lusoga/Luo).
• Excellent analytical skills, project planning, monitoring, management, and report writing skills.
