Job Description


Private Sector Foundation Uganda (PSFU) was founded in 1995 by 11 business associations. PSFU is a limited by guarantee membership organization, representing the private sector in Uganda.
PSFU was set up as the apex body of the private sector to bring together the business community in Uganda in a single voice to engage and influence policy for an enabling business environment. With current membership of 266 direct and over 1,000,000 indirect members organized through business membership associations and corporate members. PSFU is a key player in championing the interests of the Ugandan business community in trade, investment, market access, partnerships, and industrial relations.

Our vision is to be the apex body championing inclusive and sustainable private sector development. Our mission is to enhance business growth and competitiveness for sustainable wealth creation and shared value.
Our mandate includes carrying out policy research and advocacy on behalf of the private sector to improve business environment. We also undertake capacity building of the private sector as well as strengthening partnerships at national, regional and international level.
Our key strategic objectives are;
1. To strengthen the PSFU institutional Structures to meet the needs of the members
2. To advocate for a business environment that is conducive for sustainable enterprise growth.
3. To support members, build their capacity for global business competiveness.

Introduction
The Executive Director is the Chief Executive Officer (CEO) of PSFU, with the ultimate responsibility to successfully manage the organization in a manner that helps to achieve the above mentioned objectives, and to implement policies laid down by the Board of Directors as stipulated in the Memorandum and Articles of Association of PSFU.
We are therefore seeking a self-driven and highly competent Executive Director to lead and influence our organization towards favorable growth, by representing, advocating and engaging the private sector, and to design direct strategies that support and enhance our organizational operations.
Reporting:
The Executive Director is the accounting Officer of PSFU and reports to the Board of PSFU

Role of the Executive Director:
1. As a member of the board, the Executive director leads the development of strategies that meet PSFU’s objectives and implements Board policies through well-articulated annual work plans.
2. Provides oversight and governance over the performance the company and help maintain an environment of compliance and high ethical standard.
3. Maintains harmonious Board/management relationship and ensures timely implementation of Board decisions
4. Ensures that PSFU human resource capacities are adequate and appropriately equipped to implement PSFU’s programmes
5. Develops and maintains team spirit and working relationship among the entire PSFU staff and the various projects and project staff.
6. Develops and maintains resourceful contacts and working relationships with various stakeholders including Government, Donors, PSFU members and the business community at large.
7. Project a desirable image of the institution to enable it deliver quality service to the members

Functions of the Executive Director
1. Implementation of the Strategic Plan
2. Policy Advocacy Services
3. Membership Services
4. Institutional Development and Sustainability
5. Strategic Stake Holder Relations
6. Project Management
7. Financial Integrity
8. Risk Mitigation
9. Reporting to the Board: Board Relationship and Collaboration

D. Performance evaluation for the executive director shall be based on the following
1. Growth, expansion and deepening of PSFU membership
2. Financial sustainability of PSFU
3. Strengthening of existing Partnerships and opening up new ones
4. Delivery on all projects as required by Government and development partners
5. Deliver the PSFU mandate (Policy advocacy and capacity building for members)
8. Support to, and promotion of staff training and institutional capacity building
9. Improvements made in the area of Governance both for PSFU and the members

Duration, location and nature of appointment: The appointment will be for an initial 5 years’ renewable employment contract. The continuation and renewal is based on performance at the discretion of the board. Probation period shall be six months. The Executive Director will work from the main Office located at plot 43, Nakasero hill Road, in Kampala, but will be required to travel throughout the country in accordance with approved work plans and programmes.

Qualifications:
The Executive Director will be recruited competitively and must have the following qualifications:
• A bachelor’s level degree or higher in economics, business management/administration, development economics, project management, international trade, or related field;
• Master’s degree in Economics, international trade or a business related discipline.
• At least 7-10 years’ working experience in top management, business development or similar roles in a large reputable organization with complex environments.
• Proven analytical skills including ability to interpret economic data; provide strategic thinking and propose practical remedies to identified problems;
• A strong appreciation of the workings of the Uganda economic/trade policies as well as a good understanding of private sector operations and concerns;
• Overall knowledge of the economic and market environment in which the private sector is operating, including the wider East and Central African region;
• A good understanding and passion of the Ugandan private sector development issues and appreciation of the role the private sector can play in economic development.

Other desirable attributes: Applicant must be an adult Ugandan below the age of 60 years with a strong passion about the youths and social inclusion.
Working Conditions The Executive Director is a full-time position within a strong value-based organizational culture. This position requires a high level of team collaboration, yet also requires significant autonomy. Due to funding and event cycles, Board events, and organizational plans, there is a requirement for the Executive Director to work longer hours during peak or demanding periods, and then to take time off or work ‘shorter’ days to balance the schedule.
