Job Description
Uganda Network of AIDS Services organization (UNASO) is a membership organization that was established in 1996 to provide coordination, capacity building, resource mobilization, advocacy networking and information sharing among civil society AIDS Services
Organizations (ASOs). UNASO Vision is: “A Uganda Society living Disease free life; while “her mission is: “To provide strategic support
to AIDS Service Organizations to implement integrated SRHR and HIV/AIDS programs through effective representation, coordination, resource mobilization and enhanced capacities”. With its secretariat in Kampala, UNASO has a membership of over 500 ASOs and networks. UNASO seeks to hire a dynamic, passionate, self-driven, qualified and experienced person to fill position of Executive
Director.
Job Purpose
• Reporting to the Chairperson of UNASO Board, the Executive Director of UNASO provides strategic leadership in the implementation
• and monitoring of UNASO strategic plan ensuring the organization recaptures its coordination mandate of HIV/AIDS Support
• Organizations (ASOs) and rebrands to effectively respond to the emerging challenges of access to HIV resources and Universal Health
• Care (UHC) in the country. The position will promote proper functioning of UNASO as an institution to influence access to universal
• health care with particular emphasis on HIV/AIDS and Sexual Reproductive Health and Rights (SRHR). The Executive Director will
• facilitate policy development and change based on evidence-based advocacy. Attracting sustainable resources for effective response
• to HIV, SRHR and UHC as well as building capacity of UNASO and ASOs to mitigate the dwindling HIV funding will be core to this position.
Key results areas/Responsibilities
Institutional leadership
1. Plan and facilitate effective participation of the Founders’ Forum, UNASO Board and Committees and Executive Directors Forum,
and implementation of resolutions.
2. Lead in recruitment and hiring of qualified, experienced, technical and support staff to implement UNASO annual plans
3. Continuously study sector trends and provide strategic information to the board to support the decision-making process
4. Take lead in developing annual performance targets and standards for Board members and senior management team and ensure
annual performance reviews are conducted.
5. Enhance membership enrolment and maximize benefits to the members.
Coordination and capacity enhancement of partners
1. Conduct stakeholders mapping, develop and strengthen strategic collaborations and alliances with relevant government
agencies, AIDS development partners and donors
2. Evaluate and recommend for implementation appropriate capacity building approaches for HIV/AIDS Support Organizations
3. Develop a communication strategy for UNASO to enhance rebranding
4. Enhance communication and coordination of partners through use of IT and social electronic media
5. Organize ED forum to develop consensus on operational and policy issues affecting partnership and service delivery
Advocacy and policy development
1. Establish a functional data, information and research hub at UNASO Secretariat to promote evidence-based advocacy
2. Analyse and disseminate up-to-date HIV evidence to support AIDS Service organizations in HIV programming and advocacy.
3. Promote collaboration of ASOs in policy advocacy and change, share lessons to improve service delivery
4. Engage parliament and key policy makers within line ministries to build capacity of ASOs in influencing policy changes
Resource mobilization
1. Lead in establishing a grant management unit at UNASO to serve as a funding mechanism for civil society in Uganda
2. Develop annual resource mobilization plan for UNASO and monitor progress for successful implementation
3. Participate in consortium for joint resource planning, funding solicitation and implementation of HIV programs

4. Provide resource accountability ensuring standard financial and program reports are submitted as scheduled and assets/property
of UNASO are safe guarded.
Self-resilience
1. Develop capacity of UNASO staff team and facilitate veteran experts serving on voluntary basis to sustain UNASO resource
investment.
2. Support ASOs in business development, programming, implementation and reporting in line with national HIV/AIDS strategic plan
2020-25, UNASO strategic plan and SDGs
3. Lead resource mobilization efforts to acquire UNASO owned premises
Qualification and experience
• A degree in management, development studies and social sciences.
• Master’s degree in public health, management, business administration and development studies
• 5+years of professional experience in public health work and in a leadership role in donor funded project of non-profit
organization with significant growth.
• Demonstrated success in fundraising and resource mobilization, advocacy, networking, and relationship management.
• Demonstrated experience with budgeting and financial management and strong understanding on non-profit revenue structures.
• Demonstrated experience managing a moderately sized staff including remote management of staff and a history of developing
talent.
• Strong organizational skills and high level of attention to detail, necessary for managing a complex schedule and tracking execution
of simultaneous projects.
• Demonstrated ability to respond proactively to unstructured environments and to navigate challenging situations and
relationships with creativity and diplomacy.
• Excellent oral and written communication skills to connect to, engage and inspire diverse constituencies, including government
agencies, multilateral organizations, technical and policy experts.
• Significant experience operating in multi donor funded projects in Uganda.
• Knowledge of Global HIV programming and Uganda’s HIV response.
