The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 36 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
Job Summary:
The Finance and Administration Officer will facilitate the efficient and effective financial/administrative operation of the DRC field office. She/he will ensure compliance with all DRC Operations Handbook Manual (OHB) alongside donor policies, procedures, guidelines and rules and will seek and receive policy guidance/ instructions and support from the Finance Manager, Kampala.
Key Duties and Responsibilities:
Finance
- Assist the Area Manager with preparation of the Field Office and donor budgets.
- Implement financial policies and procedures of DRC and donors.
- Establish the cash requirements, and maintain adequate cash levels and related cash controls including safe custody of safe keys.
- Supervise weekly cash counts and reconciliations by DRC field office and ensure they are conducted every Friday of the week and reviewed by the Area Manager before submitting to Kampala
- Supervise month end cash counts and ensure they are submitted to DRC Country office in Kampala by 1st of every month.
- Confirm that full accountabilities (documentations) are obtained for all expenditures in order to validate all financial claims.
- Carry out initial review of the weekly cashbook every Friday of the week and ensure there is complete documentation for all the projects
- Check that transactions are properly recorded and entered into the cash books on a daily basis.
- Reconcile daily, weekly and monthly cash books to ensure accuracy of transactions
- Assist the Area Manager with budget follow ups with sector Team Leaders.
- Ensure that monthly cash books are submitted to Finance Manager by the 5th of every month.
- Process approved payments of supplier / service provider invoices on the basis of complete documentation.
- Prepare schedules for all taxes withheld or paid on a monthly basis where relevant and submit to Finance Manager for verification before submission to the relevant authorities.
- Assist with the monthly, quarterly and annual DRC and donor reports preparation.
- Support all units to adequately prepare for both internal and independent audits.
- Check and ensure that copies of project files and related documents are submitted to DRC Country office in Kampala for back up storage in both hard and soft copies.
- Supervise scanning of vouchers and supporting documents on a monthly basis
- Inform the Area Manager on all financial issues which can affect the execution of the DRC programmes.
- Ensure the safeguarding of all available funds.
- Review Payment Requests in accordance with the approved authority Matrix and running budgets.
- Reconcile the accounts payables, receivables/advances and Issue receipts for all the funds received.
- Prepare the schedule of monthly timesheet charge codes for review by Area Manager whenever received by Kampala Finance office.
Administration
- Maintain an up-to-date asset list with input from IT Assistant, Supply Chain Assistant – Warehouse
- Advice and support the Area Manager on all administration and premises-related matters within the office.
- Follow up on all travel requirements local and international and procurement of travel tickets.
- Monitor all service contracts (compound, internet etc.), forward renewal contract needs to the Area Manager and ensure related contract payments are done before expiry of contract period.
- Check that there is general cleanliness in the office and compound
- Support the Area Manager in the creation of standard contracts for Works, Goods and Services in line with local regulations where applicable.
- Ensure a proper filing system is put in place at FO level for any contracts in a separate file
- Ensure contracts are respected and paid for according to agreed terms of payments.
- Manage any other relevant administrative management issues.
- Uphold the DRC’s Code of Conduct at all times.
Qualifications, Skills and Experience:
- The ideal applicant for the Danish Refugee Council (DRC) Finance and Administration Officer job must hold a bachelor’s Degree in Accounting, Finance or related relevant field.
- A professional qualification in Accounting is desirable
- Two to five years of experience in Accounting, Finance or related field
- Previous experience with Non-Governmental Organization in similar/related position is an asset.
- Previous working experience in refugee response is an asset.
- Experience in using an ERP software is an advantage.
- Good analytical skills.
- Good command of English language.
- Good interpersonal, communication skills with proven experience in communicating with stakeholders at all levels.
- Ability to work under pressure and with tight deadlines.
- A team player and the ability to work with minimum supervision.
- Languages: Fluency in English. Fluency in local languages would be an asset.
