Job Description
Monitor the day to day financial operations within the organization with functional responsibility of overseeing financial transactions, program, financial and management reporting, budgeting and treasury management.
Overall Responsibilities
• Ensuring a healthy internal control environment, with functional controls and overall compliance with Finance Policies and Standard Operating Procedures and ensure the integrity of the financial reporting system.
• Prepare and present the Baylor Uganda organization wide annual budget as well as support the program managers to develop their different project budgets, application for Continuation of awards and any budget redirections.
• Monitoring of expenditure against approved budgets and advise management and program managers accordingly.
• Manage day to day financial operations within the organization i.e. Process payments, review and post journal vouchers, process program advances and review accountabilities, review and approve LPOs in line with grant budgets, review and process payrolls.
• Prepare monthly cash flow forecasts in line with approved work plans and ensuring availability of funds for program implementation i.e. timely draw down of funds and invoicing of donors.
• Prepare accurate and timely financial statements and management reports according to Baylor Uganda’s financial policies, IAS’s / GAAP and donor requirements with the relevant and related supporting schedules.
• Ensure that the organization is compliant with statutory (NSSF and Tax) and donor regulations and guidelines.
• Coordination of all audits (internal, external, donor and statutory audits) and ensure timely follow up of all action points to completion.
• Prepare monthly, quarterly and annual donor reports. These include but not limited to:
a. Monthly bank reconciliations;
b. Quarterly VAT returns;
c. Quarterly (Federal Financial Reports) FFRS that feed into reports submitted by the Monitoring and Evaluation team;
d. Annual FFRs including application for carryovers where need be; and,
e. Annual expenditure analysis per donor prescribed format.
f. Other donor reports per grant agreements
• Actively participate in proposal writing for identified potential donors.
• Develop and maintain a competent & motivated team of Accountants through implementing HR support activities in line with the Human resources manual.
Required Qualification, Experience and Competencies:
• A Bachelor’s (honors) degree in Commerce, Accounting or Equivalent.
• Membership of ACCA, CPA or other reputable accounting body.
• Good IT skills mainly in Microsoft Office packages (Excel) coupled with a strong understanding of Finance and accounting software and knowledge of Microsoft Navision.
• needs to be a team player with excellent communication skills (both oral and written) and with strong analytical skills.
• The job holder must have at least five (5) years working experience as a Senior Accountant / Auditor with supervisory roles.
