Job Description


This temporary position is located in the Executive Office of the Secretary-General. The Financial Analyst/ Finance and Budget Officer reports to the Chief, Management and Administration Unit/Executive Officer.

Responsibilities

Within delegated authority, the Financial Analyst/ Finance and Budget Officer will be responsible for the following duties:

Budget and Financial Management:

Takes the lead with respect to the preparation and implementation of the work programme for designated Trust Funds and/or extra-budgetary resources under area of responsibility, ensuring consistent application and observance of the UN Financial Regulations and Rules and Instructions; ensures that financial resources are utilized to implement activities in accordance with the established work plan with donor agreement and allotments issued;

Coordinates and collaborates on establishing and reviewing donor agreements ensuring compliance and agreement with UN policy and practice;

Reviews, analyzes and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements, including programme aspects, provides detailed input with respect to resources requirements for budget submission, and provides substantive reports when and as required;

Monitors and reviews the trust fund activities for area of responsibility by conducting regular and special reviews to assess progress of actual work versus the programme plan;

Manages and coordinates the production of related periodic budgetary reports as and when required and ensure reporting thereof in line with donor agreements;

Identifies priority issues and recommends courses of action particularly as they relate to regular expenditure analysis and performance monitoring of the financial resources of the Organization;

Establishes and/or reviews requirements and works with relative units of EOSG with respect to improving budget reporting systems and cost-effective utilization of program resources; provides advise and support to managers and staff on administrative matters;

Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.
Streamlines internal procedures to ensure prompt administrative service delivery. Oversees a variety of processes, in implementing and monitoring support services, including procurement of supplies and services, travel, and information technology support in line with the service requirements;

Supervises and provides guidance on financial administration and management information issues and practices related to trust funds and/or extra-budgetary resources to team and clients.

Analysis and Reporting:

Gathers data, from various sources, such as the SAP Business Objects environment for Umoja BI, Qlik Sense reports, PowerBI data set and others;

Organizes, analyses, synthesizes and visualizes data information against key performance indicators and presents data in a cohesive manner.

Develops methodologies for the review and monitoring of financial information particularly those relating to internal controls and delegation of authority, including enhancing and coordinating the system for monitoring of financial resources;

Prepares data-driven analyses on expenditure performance and designs interactive reports and dashboards;

Keeps abreast of latest trends and developments in the area of assignment and provides inputs on issues as and when needed to Executive Officer, Senior Officials and colleagues in missions and elsewhere in the Secretariat;

Reviews and contributes to various papers and a variety of correspondences related to EOSG and is responsible for the review of incoming communication including draft reports, position papers and correspondence for accuracy of information and ensuring timeliness of completion; assess implications and make recommendations on possible actions, strategies and other measures to address issues of concern and to advance mandated objectives; assisting in formulating options as to how matters might be handled, and ensuring appropriate follow up, as directed;

Engages with stakeholders across the Secretariat on issues as they relate to EOSG initiatives on the review and clearance of reports and papers;

Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to financial matters, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;.

Performs other related duties as assigned.

Strong data literacy and technological awareness, incl. the ability to think critically about data use-cases, outcomes, limitations and validity of information; the ability to leverage a broad range of qualitative, empirical and quantitative information; the ability to communicate information through visuals such as charts, graphs and maps. Proficient in software for data management, analysis and presentation, incl. cloud-based tools.

Education

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in operations, finance, budget, business administration or related field is required.
Experience working in finance, accounting or business management / executive office function is required.
Experience working with donor agreements, managing trust funds and/or extra-budgetary resources is required.
Experience working with Microsoft PowerBI or similar, Python, SQL, R, as well as Microsoft Excel and PowerPoint is desirable.
Experience in data management, analytics, statistics, data visualization, reporting, and survey design is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for a period of 364 days. Extension will depend on availability of funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
