Job Description
Uganda has graduated into the second wave of COVID-19 with a sharp increase in the number of asymptomatic, severe, and critical cases as well as a significant change in the disease profile. In this regard, Ministry of Health with support from the United States Government through the United States Agency for International Development (USAID), invites applications from suitably qualified candidates to fill the following positions for a period of 12-months on non gratuitable local contract terms to support the national response against COVID-19.
Title: Financial Advisor
Reports to: Permanent Secretary, Ministry of Health
Job purpose:
Provide professional financial management support and guidance on a broad range of financial operations and issues to the Permanent Secretary, Ministry of Health (MoH) by conducting analyses, evaluation, and advice on financial, accountability, audit and risk management issues. The financial advisor will provide financial tracking and analysis of MoH resources to ensure better financial monitoring and minimize fraud risk. The advisor will specifically be responsible for audit follow up, financial reviews, risk, and cost effectiveness assessments.
Academic qualifications:
• At minimum a Master’s degree with a major in accounting, finance economics, or business administration or an equivalent is required.
• Professional certification, (e.g., CPA or ACCA) is required.
Skills and Abilities:
Demonstrated skills and abilities in performing audits (financial and programmatic), internal control assessments, financial and compliance reviews.
Ability to evaluate financial aspects of activities and programs, institutional capacities, and capabilities.
Strong computer skills as well as capacity to effectively understand financial management and tracking systems, and to process data.
The incumbent must also have excellent interpersonal skills.
Experience:
• Minimum 10 years of progressively responsible professional experience in financial analysis, budgeting, auditing, and/or accounting in the public sector is required.
• Extensive experience in use of automated accounting systems and computer software is required.
• Prior GoU accounting/financial management/ audit experience is required.
• Prior Development Partners accounting/financial management/ audit experience is highly desirable.
