Job Description


The Ministry of Health (MOH) has received a grant from the Center for Diseases Control and Prevention (CDC) Cooperative Agreement (CoAg), a strategic mechanism of the United States Government (USG) to implement activities in line with its mandate in support of the Public health response to HIV/AIDS and other health systems. CDC will be supporting a pool of Human Resources that are expected to lead the implementation of the grant. The staff to be recruited under this grant will be contracted by the MOH. The contracts are for one (1) year renewable subject to availability of funds and satisfactory performance of the staff.

Job Title: Head of Finance
Work Station: Kampala-MOH
Reports to: Ministry of Health Head of Accounts Division.
Job Purpose: Overseeing the finance and accounting strategy of the Project.

Duties and Responsibilities
• Participation in strategy formulation, coordination and implementation of the strategic and operational plans of the Project, assess the financial requirements in these plans and advice Management on alternative financial strategies.
• Manage the budgetary process, including formulation, monitoring and reporting.
• Manage and control, cash flow projections and always maintain the integrity of the Project’s cash and bank transactions’ balances.
• In conjunction with the Head of Accounts MOH, establish and manage banking relationships including negotiating bank facilities and their effective monitoring to ensure compliance with their terms.
• Manage and control Projects’ tax liabilities, insurance and other commitments.
• Establishing, maintaining and enforcing adherence to accounting policies, financial regulations and procedures and systems of internal controls.
• Preparation of timely and reliable financial reports for both internal and statutory reporting purposes including facilitating the internal and external audit process.
• Provide inputs to Management in preparation of donor reports in areas of financial control and performance.
• Supervise the daily operations of the finance department.
• Manage and maintain the Projects Asset Register.
• Ensuring that the Project work plan, budgets, reports are fully integrated in MOH accounting system.

Required Qualifications:
• Bachelor’s Degree in a Finance and Accounting, Commerce, Business Administration or any other related field attained from a reputable University or Institution.
• Must be an Accountant with a full membership of Institute of Certified Public Accountants of Uganda and must be in good standing.
• Master’s degree in Business or Public Sector Management, or any other relevant field is an added advantage.

Experience:
• Five (5) years’ work experience at senior level in a Finance Management or Accounting in a project environment.
• Able to demonstrate that the candidate can work in a fully automated environment. Excellent knowledge of donor regulations including CDC/ PEPFAR USAID, and other major international donors with different reporting requirements and demands Experience managing complex USG projects with annual budgets exceeding USD 20 Million per year will be added advantage.
• Demonstrated financial management experience including preparing, managing and monitoring budgets, contracts and negotiations.
• Demonstrated ability to exercise financial and administrative oversight of complex sub-grant programs.
• Proven leadership capabilities and solid experience managing, mentoring and developing staff.
• Experience in developing and managing the implementation of procurement and logistics policies and procedures.
• Proven excellent technical, analytical and diplomatic skills.
