Currently, WCC is implementing Education and Protection/Access to justice programs for refugees and host communities in Adjumani and Isingiro districts and expanding to additional six refugee hosting districts. To fulfil this dream, War Child Canada is currently seeking for energetic, qualified individuals to fill the following position:
Position Title: Head of Finance & Operations
Duty Station: Kampala, Uganda, with regular field travel
Contract: 24 months, Renewable
Reports to: Country Director
Management Responsibility: Finance team, with direct line management of Finance & Administration Manager, Senior Grants Officer: Logistics team, with direct line management of Senior Logistics Officer
Key Relationships: Head of Programs, Project Director
Position Summary
The Head of Operations is a senior staff within WCC and a member of the Senior Management Team.
To ensure the development of quality operational support in Finance; Grant Management & Control, Human Resources, Logistics; Security & Risk Management and Administration, the Head of Operations will provide oversight and strategic leadership in the development, roll-out; implementation and review of the WCC operational support functions while ensuring compliance to WCC’s organizational and in- country policies, procedures, guidelines, systems and standards to timely deliver operational support to achieve successful development, implementation and delivery of WCC programs.
Responsibilities
• Policies, Systems and Compliance: Working closely with the Country Director, the post holder will lead the development and the comprehensive implementation of WCC in-country operational policies, guidelines, and systems in line with global WCC policies, guidelines, and systems as well as the national operating context (30%).
• Operational Leadership, Management and Support: Responsible for the leadership, management, and oversight of the effective operational support functions of Human Resources, Financial Management and Control, Logistics, Administration, Information Communication Technology, Risk Management, Security to support the effective implementation and successful achievement of WCC programs in Uganda. (30%)
• Support to Senior Management Team: Working with the Senior Management Team, actively support the development of a high performance culture, participatory staff engagement, staff development and retention, organizational learning and development, and a work environment that truly reflects WCC’s organizational values and principles (25%)
• Other strategic Duties: Actively participate in and contribute to the development, implementation and review of the Country Strategic Plan, Country Annual Plans, and work closely and collaboratively to assist WCC Uganda in delivering its objectives (15%)
Requirements:
Skills, Knowledge and Experience:
• Post-graduate degree in Business Administration, Accounting, Supply Chain Management, Financial Management, or relevant field.
• Minimum of ten years’ senior level experience in operational management responsibilities.
• Demonstrated knowledge and experience of developing and managing a range of operational support function systems and structures, such as Human Resources (HR), Finance, Logistics, and Administration.
• Good understanding and experience of security and risk management.
• Proven experience and track record of participatory and performance based staff management, supervision, and development.
• Demonstrated experience and successful track record in initiating. developing, and cultivating positive and collaborative working relationships with government and non-state organizations and institutions
• Strong knowledge and experience of Monitoring and Evaluation (M&E) of operational support functions.

Salary will be commensurate with experience and qualifications. Benefits include medical insurance cover as per War Child Canada Uganda contractual standards.
