Job Description
The officer shall participate in health education of study participants, data collection, documentation, informed consent process pre and post HIV test counseling and to ensure that high quality data produced in a timely manner.
Job Responsibilities
• Coordinate and offer technical oversight for the implementation of IPC activities across Masaka region.
• Submit quarterly budgets, requisition, and accountabilities for IPC related activities.
• Participate in CDC, district and facility level engagements related to COVID19 and IPC.
• Attend virtual and physical meetings relating to the promotion of IPC work and response to COVID19.
• Oversee reporting of IPC facility assessments and indicators using standard electronic reporting tools.
• Support districts to include IPC/WASH measures/standards/QI activities in quarterly district performance reviews.
• Support / oversee rational use of PPE, quantification, and ordering of IPC and WASH supplies within scope of supply chain support provided to districts and facilities.
• Work with the RHSP logistic system to support limited procurement of PPE and WASH supplies (gap-fill) to ensure compliance with safety measures for staff as they provide care for HIV and TB patients in line with CDC PPE guidance.
• Support quality improvement (QI) structures to incorporate IPC and WASH within the QI activities at regional, district and site level.
• Provide support for limited reproduction of IPC IEC materials, SOPs and job aides.
• Enforce IPC standards at all RHSP premises including at cluster offices.
• Work with districts to ensure that all PEPFAR-supported facilities have received comprehensive IPC/WASH training and mentorship according to MoH IPC mentorship guidance.
• Support district utilization of innovative approaches including online training for refreshers and continuing medical education (CMEs) on a routine basis.
• Ensure that all health facilities have a designated focal point to oversee and monitor IPC activities.
• Ensure that facility and community-based staff providing HIV and TB services are equipped with PPE appropriate to their job duties (e.g., HIV testing, handling of drugs, etc.), in accordance with available local guidelines for use of PPE & resources.
• Supervise the implementation of IPC standards at all PEPFAR supported health facilities in the greater Masaka Region.
• Ensure the implementation of the HCW protection tool Kit at all PEPFAR supported health facilities in the Region.
KNOWLEDGE AND EXPERIENCE
• Academic qualifications: Bachelor of Medicine and Surgery.
• Completion of Internship.
• Full and active registration with the UMDPC.
• Additional training in HIV/AIDS care.
• Working experience: At least 2 years’ experience working in a research setting.
• Good Clinical, Counseling and Interpersonal skills.
• Ability to interact productively and work in a team environment.
• Self-motivated, innovative, and capable of meeting deadlines.
• Willingness to travel and provide care services at selected health facilities and outreaches.
• Willingness to work and live in rural areas is required.
