Job Description


Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated. Action Against Hunger has been facilitating emergency relief and development programs in Uganda for the past 40 years. Currently, the country office manages multi-sectoral programs which assist refugees and host communities in Adjumani, Kikube, Kiryandongo and Yumbe districts to rebuild their livelihoods and achieve resilience. The country office is actively recruiting for a senior operations coordinator who will provide leadership to all program operations.
I. Summary of position. Maintain the mission’s IT environment and telecommunications resources, Support equipment / asset and inventory management, Improve the efficiency of IT resource use, Implement and monitor Action Against Hunger’s Information and Communication Technology (ICT) standards, Participate & Provide training, technical assistance in the management of telecommunications resources (radio, satellite and local phones and modem, Internet), Technical assistance and support to energy systems in the mission, Promote user awareness and train users in the use of ICT resources,

• Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied) Under the supervision of the Logistics and Security Coordinator, the ICT Officer will be responsible for ensuring reliable Countrywide communications and connectivity in offices. S/he will be required to support the adoption and rollout of any new technology required to implement program activities
• Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships). Logistics Coordinator: Information sharing, Logistics team at bases: Technical support on (ICT), All staff: provide support and assistance in any ICT matters, procurement and training, Regional ICT Manager: Hierarchical relationship, Technical support, Information sharing, HQ ICT: Hierarchical relationship & Information sharing, Internet service provider, Telecommunications service providers, Other general supplier and service providers, Partner with other INGO’s for more updates.
• Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality). Monthly Logistics report- (ICT Inventory), Providing up to date ICT Monthly reports at end of every month (MICTR), Periodic Field visit reports, Ad hoc incident report on ICT equipment misused or damaged, Ensure that all the ‘s work stations adhere to ACF’s IT standards, Ensuring antivirus software usage guidelines are respected, that updates are deployed at individual workstations and that antivirus protection is constantly monitored and Installing and maintaining local networks (and other peripherals connected to the network.) in the mission according to standards (router, Wi-Fi AP, NAS server, Internet modem). .

Essential Roles
• Maintaining computers, printers/scanners and conducting daily/monthly checks to ensure that maintenance tasks have been executed;
• Responding to daily user’s requests (Helpdesk Support tasks)
• Maintaining Equipment (IT and telecoms) and conducting Daily/monthly check to ensure that maintenance tasks have been completed.
• Monitoring and tracking the mission’s IT and telecoms Resource pool;
• User training & control of network traffic and ensure proper ethic are respected.
• Managing Relationship with external suppliers (maintenance and repair services, etc.);
• Assist in capitalizing on technical documentation on the network and internet connection to produce a detailed mapping;
• Capitalizing on technical documentation on the mission’s telecommunications to produce a detailed mapping;
• Managing relationships with local telecommunications suppliers (internet, fixed and mobile telephone companies etc.) and rationalizing associated costs;
• Ensuring ACF standards for the use of IT and telecoms equipment are upheld;
• Maintaining an ongoing technological watch for new developments in the country or region in IT and telecommunications.
• Ensure that Equipment list is updated all the time
• Ensure that all ACF assets, equipment and premises Inventory are well maintained
• Ensure that all Equipment’s and Inventories are issued, transfer using ACF Kit log procedure a
• Ensure that all Warranty cards are kept in Separate file
• Ensure that all Equipment’s are tagged properly.
• Ensure that the movement of ACF Equipment is tracked and the necessary documentation is done when an Equipment changes its status
• Ensure that an up to date filing system for all Equipment’s and Inventory maintained
• Liaise with Capital ICT for consolidation of Equipment list and reconciliation.
• Periodic disposal as per Donor specification and liaison with respect heads.
• Ensure that Physical for every equipment and inventory is done on quarterly basis.
• Recommend Inventory for disposal and ensure that the necessary paper work is prepared
• Recommend future needs for programs, budgeting & Planning;
• Ensuring Action Against Hunger standards for the use of IT and telecoms equipment are upheld;
• Supervising the data back-up system; Network access Storage (NAS) & remote sync.
• Implement and Ensuring the data backup policy and related procedures across the entire mission.
• Monitoring the mission’s antivirus protection, ensuring compliance with antivirus software usage guidelines; ensuring software updates are deployed at individual workstations;
• Implementing and supervising the data backup policy and related procedures across the entire mission;
• Suggesting possible improvements to existing systems.
• Providing users with software support for sharing files, emails etc.;
• Suggesting IT resources that could be implemented to improve user work efficiency in accordance with ACF standards;
• Reporting problems encountered and solutions implemented.
• Training users on the correct use of IT resources and respecting IT security rules procedures & standards;
• Training users and key personnel (radio operators, field coordinator, logisticians) on the use of resources and respecting procedures;
• Providing technical support to the head of the logistics department in the definition of IT requirements for future programs & Planning;
• Monthly reporting of the same & close monitoring usage.
• Provide allocations and train users on equipment standards & use.
• Providing users of telecommunications resources with the information necessary for their daily use.
• Provide equipment specific specifications to procurement dept. & ensure standards are maintained in all bases.
• Ensuring that the mission’s means of communication are operating correctly and monitoring them;
• Performing regular tests on their usage;

• Supervise installations and management of equipment.

IV. Physical Demands
• While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment
• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Required Qualifications and Professional Experience
• First degree in Information and Technology or related field area.
• Very good knowledge of the Windows operating system (Windows 7, Windows 10 & Windows Server) and of Microsoft Office 2010 and 2016 & Linux systems
• Good knowledge & work on experience of IT equipment and maintenance
• Good System admin, analytical & troubleshooting skills.
• Able to network connect computers and peripherals and share resources (printers and files)
• Good knowledge of system security and network security
• Good knowledge & work on experience of wireless and network technologies
• Good knowledge of HF and VHF radio systems
• Knowledge of satellite and VSAT technology desired
• Good writing skills – Good understanding of data back-up strategies
• Excellent skills in communications, knowledge transfer and teaching – English desired – Very flexible and patient.
• Minimum 4 year experience in similar position with an INGO/NGO Organization preferably in Ugandan context
• Excellent Organization skills, self-motivated ,proactive and able to accomplish set deadlines
• Good computer skills-especially IT software Demonstrate excellent negotiating skills
• Excellent communication skills & networking skills
• Coping with high workload, irregular working hours and sometimes-challenging working environments.
• Ability to work under minimum supervision.
• Demonstrate team spirit & high integrity.
