Job Description


The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Local Facility Manager.

The work schedule for this position is:

Full Time, 40 hours per week

Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position:
• Supervises the facility management section to include direct supervision of the maintenance supervisor, engineers, administrative staff, and indirect supervision of the maintenance staff, COR supervisory requirements and indirect supervision of foreman/trades.

Duties:
• Serves as the principal authority and technical advisor on all facility operations, maintenance, repair, and minor construction portfolio of U.S. government-owned, short term, and long term leased properties.
• Manages and supervises the operation and maintenance program for all facilities to include developing budgets, producing  assessment reports and contract scopes of work for repair, improvement, or renovation projects.

Qualifications and Evaluations
EDUCATION:
• A bachelor’s degree in electrical, mechanical, civil, facility management or another engineering field is required.

Requirements:
EXPERIENCE:
• At least five years of experience within facilities management (including four years in building maintenance trades). At least two years of experience as a facilities manager.

JOB KNOWLEDGE:
• Thorough professional knowledge of the field of Facility Management and of U.S. building and construction practices and codes. Good knowledge of host country building codes. A good knowledge of preparing and managing budgets and documented knowledge of project management.

Evaluations: (This may be tested)

LANGUAGE:
• Fluent English; speaking, reading, writing, may include the ability to translate.

SKILLS AND ABILITIES:
• Ability to research, interpret and apply a variety of building regulations and
• Skills in using various software programs and applications is Good computer systems skills including Microsoft Office and Outlook programs, and similar software.

Ability to provide excellent customer service and to be able to effectively communicate with individuals of all

Ability to multi-task and to manage Must be able to work independently including setting priority for self and subordinate staff.

Ability to apply fluent English grammar, spelling, punctuation and formatting skills; to proofread and submit documents without error; draft, staff, and finalize correspondence utilizing clear writing style.

Ability to communicate easily with various employees from DoS, DoD and international
• Ability to work in a range of environments (inside/out/cold/hot/rainy/dusty/loud and from heights (ladder, scaffold, roofs).
• Ability to drive a manual transmission vehicle.

Qualifications:
• All applicants under consideration will be required to pass medical and security certifications.
