Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Uganda with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking a qualified individual for the position of Logistics Assistant – SC5 to be based in Gulu.  Selected candidates will be employed on a Service Contract

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs) and Area/Field Offices. Job holders report to Logistics Officer, a Head of Unit,  or the designate.
At this level, job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

The commodity tracking assistant will provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities, mmitigate losses, maintain safety and quality of food under storage and support the best storage management practices in compliance with WFP warehouse operating procedures and established guidelines.

KEY ACCOUNTABILITIES (not all-inclusive)

  • The incumbent provides commodity accounting support to WFP supply chain operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance.
  • Keenly monitors inventory management processes to track trends and account for the inventory status.
  • Offers support to the Tororo Warehouses staff for commodity accounting data quality and integrity.
  • The jobholder identifies, resolves and/or provides solutions and recommendations on queries/requests for commodity accounting support using Logistics Execution Support System (LESS) to ensure timely and accurate resolution of queries with excellent client service mind-set.
  • Identifies and provides leadership in continuous LESS data verification and reconciliation to ensure excellent data quality required for real time reports.
  • Collect and compile data, produce and/or contribute to reports (e.g. Outstanding Delivery Report, MMC report, physical inventory status report, losses report, warehouse management report, consolidated delivery report) and ensure information accuracy in corporate systems in support to informed decision-making.
  • Monitor data quality and take corrective measures to rectify wrongly captured transactions and ensure downtime is kept to a minimum.

KEY ACCOUNTABILITIES- CONTINUED

 

  • Liaise with CO transport planning unit for timely issuance of inland STO/LTI to transporters for truck deployment.
  • Assist in the reconciliation and follow up on the monthly physical inventories of Tororo warehouse.
  •  The review and management of recorded transactions for both warehouse and transport planning, ensuring compliance to corporate system requirements.
  • Assume responsibility in conducting reconciliation exercises with warehouses to ensure that LESS records are matching with warehouse records daily, weekly and monthly.
  • Communicate pending queries and Performs any other duties as deemed necessary.

STANDARD MINIMUM QUALIFICATIONS

Bachelor’s Degree in Logistics and Transport, Supplies Management, Business Administration, Procurement, or other related field from a recognized university with a minimum of 3 years professional experience or a Diploma in stores related courses with a minimum of 5years experience

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience analysing data (on commodities, funds, etc.) and drafting reports.
• Experience in measuring service providers’ performance against set KPIs.
• Experience in assisting the preparation of contract documentation.
• Experience in providing technical business support in corporate systems.
