Job Description


JOB TITLE: Manager Training
DIVISIONS: Training Unit

REPORTS TO: Academic Registrar
SUPERVISES: Training Officers, Lecturers & Teaching Assistants
LOCATION: Head Office

JOB PURPOSE

Provide strategic direction and oversee the implementation of all training programs to fulfill the mandate of ITC. The Head of Training will be responsible for the development, delivery and evaluation of the programmes according to the set quality standards and regulatory framework.

MAJOR DUTIES & RESPONSIBILITIES

1. Departmental Planning and Management
• In consultation with the Principal, formulate strategic and long-term training plans.
• Preside over periodic review meetings with the training teams and provide necessary strategic and technical support on the execution of the department plans and training programs.
• Plan and coordinate the departmental budgeting process and its implementation. 

2. Programme Design
• Carry out periodic needs assessment for the different course categories in line with ITC policies and guidelines.
• Review the existing curriculum in collaboration with lecturers and recommend changes where applicable in line with the ITC mandate.
• Design course content and materials in collaboration with the different lecturers, trainers and external facilitators.

3. Development of Partnerships, Affiliations and Funding Programs for ITC
• Identify prospective development Partners of ITC to increase its funding potential.
• Liaise regularly with existing partners to ensure contract requirements are being fulfilled, and standards are being met.
• Initiate and implement funding programs for ITC in collaboration with other stakeholders.
• Liaise with all key parties in the planning and execution of the partnership programmes to ensure client objectives are communicated and met.

4. Supervision of Research Activities at ITC
• Liaise with the research & grants manager to ensure the availabilityof required resources and effective execution of all associated research activities in line with ITC policies and guidelines.

5. Quality Assurance and Compliance to Regulatory Requirements
• Develop and implement departmental quality assurance mechanisms and compliance checks.
• Investigate and report to the Principal on possible or eminent challenges with appropriate recommendations to continuously improve departmental performance and compliance with regulatory requirements.

• Ensure that the training curriculum and programs comply with the training regulations and curriculum as issued out by the governing authorities.

6. Performance Evaluation
• Evaluate the individual and organizational performance at ITC to ensure that the training offered meets business needs and improves performance.
• Design and oversee an evaluation system for staff performance and ensure that all staff in the department are appraised annually.
• Develop a robust evaluation system to track staff performance within the department as per ITC policies and guidelines. 
• Conduct periodic review geared towards the improvement of staff performances in the Training Department. 
• Provide input in capacity development programs to foster a competent team.

7. Management Reporting 

• Oversee the preparation of Departmental management reports to be submitted to the Principal/Board as and when required.

KEY PERFORMANCE INDICATORS
a. Needs assessment report submitted
b. Number of research papers published.
c. Consultancies and funding proposals accepted.
d. Number of successful programs
e. Number of partnerships.
f. Timely reports

REQUIREMENT 

Minimum Qualifications: 
 1. Master’s degree in Education/Business Administration/Social Sciences/ relevant field.
 2. Professional Insurance Qualification – Diploma in Insurance (Added advantage)

Minimum Experience:
5 years of relevant experience two (2) of which should have been in a senior management role.
