Job Description


The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
The MDR Coordinator serves under the Supervision and guidance of the ACHS NTLP/Program Manager Global Fund. The MDR TB office Coordinates planning for MDR-TB. He provides Technical guidance and ensures smooth implementation of MDR TB activities at all levels. The role offers Supportive supervision to Health workers conducts MDR TB Surveillance. The office ensures patient Treatment and Management. The officer will ensure TB Health Workers and IPs capacity is built in relation the program needs. It also ensures communities are mobilized and sensitized for MDR TB prevention and Patient management. In summary, the job holder plans for PMDT, organizes TWG meetings, reviews guidelines, leads in operation research and develops strategies. The officer ensures continuous surveillance data availability and provides update to the Division.

Responsibilities
• To Coordinate dissemination of MDR- TB, TB guidelines, SOPS and protocols
• Support Maintain an updated DR -TB Master register at NTLP
• Ensure a coordinated initiation of all newly diagnosed DR TB patients on treatment by treatment sites.
• Ensure DR TB cohort reviews are performed
• Liaise with the NTRL to ensure routine MDR – TB surveillance through TB specimen referral system (TSRS), sputum and culture and DST, follow up tests are done and results documented and relayed to treatment sites
• To spearhead the revision of drug resistant TB guidelines, SOPs, planning and strategies and update of training materials.
• To ensure that Drug resistant TB variables are fully integrated in TB data collection tools and M & E system.
• To support development and dissemination of MDR- TB management strategy
• To participate in resource mobilization activities for Drug resistant TB management
• Liaise with the Supplies/medicines quantification teams to ensure drug resistant TB diagnostic and treatment supplies and medicines are prioritized for procurement
• Coordinates MDR -TB capacity building activities for healthcare workers
• Participate in preparation of Central level reports, updates and NTLP performance review meetings
• Participate in capacity building and mentorship activities in TB, MDR TB and HIV care.
• Draft and conduct proposals for operational researches
• Carry out any other duties assigned by the Program Manager NTLP

Deliverables and Outputs
• Weekly Surveillance MDR TB reports
• Monthly and Quarterly and annual performance reports on Drug resistant TB patient enrollment
• Summary reports on DR- TB cohort treatment progress quarterly
• Updated guidelines, SOPs and training materials for DR TB management
• Drug resistant TB management strategy developed and implemented

Minimum Qualifications and Experience
• Must possess a University Degree Certificate of MBCHB, Public Health, Epidemiology or Medicine
• A post masters Certificate in Health Services leadership and management of Tuberculosis
• Bachelor of Clinical Medicine

Other Competences
• At least not less than Five years of experience in Medical Practice
• Hands on experience in Program planning
• Research, monitoring and reporting skills
• Working with and supervisory of big teams
• Must be familiar with various training and skills
• build approaches
• Knowledge of computer planning and reporting packages
