AIDS Healthcare Foundation (AHF) is an international not for profit NGO, with its Headquarters based in Los Angeles, California. AIDS Healthcare Foundation is registered in Uganda as AIDS Healthcare Foundation – Uganda Cares (AHF-Uganda Cares) which is collaboration between the Uganda Ministry of Health and AIDS Healthcare Foundation (U.S.A) to provide free HIV and AIDS services; including antiretroviral therapy in resource constrained settings. AHF – Uganda Cares to date operates in 23 districts including; Masaka, Kampala, Rakai, Kyotera, Lyantonde, Soroti, Lwengo, Luweero, Bukomansimbi, Kalungu, Kalangala, Masindi, Amuria, Butambala, Gomba, Nakasongola, Nakaseke, Buikwe, Ntungamo, Tororo, Kapelebyong, Gulu, Busia and supports 52 clinic sites country wide. The organisation now seeks to hire highly competent, dynamic and experienced persons to fill the positions below. .
MEDICAL OFFICER IN CHARGE – SOROTI HOSPITAL ART CLINIC
The position is based at Soroti Regional Referral Hospital. The position of Medical Officer in-Charge is a combination of leadership and technical roles entailing management of resources, strategic collaborations, reporting, and ensuring highest standards of care at the ART clinic in addition to providing diagnosis and management of a variety of diseases and injuries in general practice related to HIV. The holder of this position will perform among others the following duties: –
Technical Roles
• Provides clinical care in conjunction with other team members and sets example in seeing clients.
• Provides technical support, mentorship and performance feedback to ART clinic staff and other medical providers
• Constitutes and oversees activities of the clinical team to ensure members meet set targets
• Ensures that staff adhere to and operate according to current national and international guidelines for HIV
• Ensuring effective implementation of static and outreach HIV services
• Attends medical provider meetings to discuss difficult cases of HIV clients.
• Performs medical procedures and minor surgeries
Supervisory Responsibilities
• Supervises Medical Officer(s), Clinical Officer(s), Nurse in Charge, Pharmacy Technician(s), Laboratory Technician(s) among others
• Ensuring availability of stocks, medical consumables and supplies including accounting for the utilization.
• Attending site and partner meeting and those at AHF-Uganda Cares’ regional and country offices.
• Set key result areas (KRA), performance goals, reviews and appraisals for the staff below him/her.
Leadership and Management
• Leads annual planning, budgeting, implementation, and on-going review of HIV performance targets for the HIV clinic
• Builds and maintains collaboration with key stakeholders and implementing partners involved in HIV service delivery in the hospital.
• Ensures adherence to AHF policies including financial guidelines and promotes financial discipline and integrity in all dealings with the organization and Hospital
• Ensures proper management and maintenance of HIV medical supplies and equipment of the ART clinic
• Ensures timely compilation of accountability and stipulated periodic reports including the monthly and quarterly report to AHF and MOH
• Organizes and chairs operational and other relevant meetings at the ART clinic and fosters team functionality
Qualifications and Experience:
• Medical Degree (MB.Ch. B) or its equivalent from a recognized university/institution.
• Must be registered with the Medical and Dental Practitioner’s Council.
• Minimum of 5 years’ prior experience in treating HIV positive patients
