Job Description


The mission of the Infectious Diseases Institute (IDI) is to “Strengthen Health Systems in Africa with strong emphasis on Infectious Diseases through Research and Capacity Development”. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment, Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening Programmes.

With funding from Centres for Disease Control and Prevention (CDC)/PEPFAR, and in partnership with MoH and respective District Local Governments, IDI is implementing comprehensive HIV/AIDS services in the West Nile region of Uganda under the project “Accelerating and Sustaining HIV Epidemic Control and Related Diseases in West-Nile Region of Uganda under the President’s Emergency Plan for AIDS Relief (PEPFAR), 2020-2025”. The project supports the 12 districts of; Arua, Maracha, MadiOkollo, Terego, Koboko, Yumbe, Moyo, Obongi, Adjumani, Pakwach, Nebbi and Zombo. under the project:

As part of continuing support for program activities in West Nile region, IDI is soliciting for applications for the following positions;

Job Title: Medical Records Officer (2 Positions)

Vacancy Code: MRO-002

Classification: Fixed-term (Contract), full-time

Reporting to: ART In-charge with a link to the IDI M&E Officer

Salary: Commensurate with training and experience

Work station: Koboko Hospital and Arua Regional Referral Hospital

Job Summary:

The Medical Records Officer shall be responsible for maintenance of up to date Uganda EMR (Open MRS) system with all patients’ records captured.
They shall mentor district medical clerks in proper capture and management of HMIS data collected at health facilities and communities. They will provide support to the field office M&E officer in collection, entry, cleaning and analysis of data

Duties and Responsibilities:
• Maintain an up to date site Electronic Data base, the Uganda EMR (Open MRS) system:
• Enter all required records in electronic data base -Uganda EMR (Open MRS)
• Carry out data cleaning of all records entered
• Extract data from the system according to data requests availed.
• Troubleshoot and maintain the electronic systems
• Support the nearby Health Facilities with Data entry into Uganda EMR as assigned.

Support and mentor the health facility medical records clerks in the following:
• Registration of all patients
• Recording patient visits and other registration data in appropriate HMIS tools
• Preparing patient files for the clinic day
• Filing all patient files at the end of the clinic and all laboratory test /results.
• Ensuring that the medical records room is orderly and all files accounted for
• Ensuring completeness, consistency and accuracy of data captured in the HMIS
• Timely compilation of the routine HMIS reports
• Ensuring availability of required HMIS tools i.e. registers, forms, guidelines etc.

Provide assistance to the M&E officer in the following tasks:
• Perform data abstraction from the HMIS, EMR and other sources for project reporting.
• Any other duties as assigned by the supervisor.

Job specifications
The candidates should have;
• Degree in IT, IS, Statistics, Economics, QE, Population Studies or any data management related field
• At least two-year experience in data management and analysis
• Excellent communication and Computer knowledge and skills
• Knowledge of Health Information Management Systems
• Accuracy skills
• Ability for team work
