Job Description


Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala and Kiryandongo settlement. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in the districts of Kitgum, Lamwo, Arua, Yumbe, Kyegegwa, Kiryandongo, Kyaka and Kampala including 7 districts in Karamoja region.

Job Overview
The M & E/Administration Officer will be responsible for all M & E/Administration program actions (Capturing data, maintaining data base and ensuring timely proper welfare management) regarding patients referred under IRC Arua. S/he will have specific attention to referral data quality and use. S/he will assess the current referral data base and the current capacity of staff related to referral data documentation, capturing and based on this address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result‐based management. S/he will ensure all referred patients receive money for feeding timely, medicines not available at referral facilities are procured and provided to patients upon prescription by Doctors in the Hospital, services not available in the referral facilities are provided to the patients in private facilities and all relevant documentations are provided and kept safely for future reference. S/he compiles monthly referral data reports, assists in the narrative components, and prepares quality presentations for the review meetings while providing data trends to inform program decisions. S/he works with M & E Officer IRC Arua, MOs, DHM and HM in writing donor reports and other reports required by the organization. S/he will conduct frequent visits to the field and assess the quality of the program, M & E work, ensure understanding and compliance with M & E procedures and provide guidance and coaching to staff.

Duties and Responsibilities
Monitoring and Evaluation
• Work with the program team to develop a detailed referral M&E plan.
• Track the referral M & E plan and frequently provide the program team with trend analysis of tracked referrals while identifying the outliers.
• Mentor and coach health staffs on data collection, reporting and data cleaning to inform organizational and donor reports.
• Provide accurate information that informs the program review meetings.
• Maintain an accurate and up to date referral database for Health program.
• Maintain a good record keeping system and undertake continuous monitoring and regular evaluation of referral activities.
• Support the operation of feedback channels (logbook, client satisfaction and engagement surveys).
• Support the recording of feedback, analysis and accessibility of feedback data for programmatic decision making.
• Manage electronic tools to prevent disorganization (Keep server data confidential).
Administration
• Prepare monthly cash flow forecast and submit for approval to Health Manager.
• Timely, prepare cash advances to effect payments based on cash flow forecasts.
• Ensure all referred patients receive money for feeding, medicines and other services not available at referral facilities in timely manner.
• Timely submit accountabilities to finance department prior requisitioning for additional funds.
• Support the DHM, M & E Officer and MOs to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
• Assist the DHM, M & E Officer, MOs and program Heads in implementing the IRC’s monitoring for Action standards.
• Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.
• Periodically document success stories and lessons learnt for the programs in implementation.

Communication/reporting
• Provide regular feedback to the DHM, M & E Officer and MOs on patient referral implementation.
• Provide the program staff with monthly reports on performance against indicators and trends.
• Assist in preparation of donor program reports.
• Assist with any duties as requested by the direct supervisor.

Qualifications
• Bachelor’s degree in M & E related field or Human resource management. An advanced certificate in M & E and Human resource management will be of an added advantage.
• Postgraduate studies in M & E and Human resource management will be an added advantage.
• At least 2 to 3 years’ experience in a similar role either in humanitarian or development settings with proven success in implementing M & E systems and customer care.
• Strong customer care skills and strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
• Good experience of monitoring and evaluation of programs.
• Experience in data quality assessment and oversight.
• Experience in data analysis, trend analysis and interpretations.
• Experience in budgeting, cashflow forecast and financial accountability.
• Previous experience with an NGO in similar program.
• Computer literate in MS Word, Excel, internet, power point, etc.
