Job Description


TechnoServe is the lead agency for GROWTH, and collaborates closely with its key partners Wageningen University & Research (WUR) and Agriterra in management and implementation.

Job Summary

The Monitoring, Evaluation & Learning Evaluation Manager will be fully dedicated to the GROWTH project and is responsible for designing and delivering the Program’s Monitoring, Evaluation and Learning (MEL) system and related activities and reporting. S/he will develop the MEL plan (including learning and evaluation questions and related indicators, and methods for data collection, analysis, sensemaking, communication and reporting), lead the program team in delivery of MEL activities, coordinate regular data collection and verification, manage data storage and analysis, oversee the baseline design and implementation, and carry out quarterly and annual reporting on the program indicators. The MEL manager will coordinate closely with MEL leads at WUR and Agriterra.

Primary Functions & Responsibilities

Program Monitoring and Evaluation

  • Lead the implementation and continuous refinement of the project’s MEL system in alignment with TechnoServe standards, donor requirements, and DCED principles, using TechnoServe’s standard MEL technology stack (e.g., AppSheet, BigQuery, Looker Studio) to ensure high-quality, timely, and decision-relevant data. Partner closely with the HQ Impact Team to identify and integrate corporate impact indicators into project-level MEL systems and ensure compliance with all TechnoServe and donor MEL requirements.
  • Monitor progress against annual and life-of-project targets; synthesize findings to support adaptive management, learning and sensemaking; and contribute substantively to high-quality deliverables including annual work plans, performance monitoring reports, and donor narrative reports.
  • Develop and maintain all project-level documentation of the MEL approach (e.g. MEL plan, MEL system manual, etc.)
  • Undertake regular visits to the field to support the implementation of MEL activities, validate data quality, strengthen partner reporting capacity, and ground-truth results and learning.
  • Coordinate mid-term and end-of-project evaluations as per donor requirements

Data Management and Analysis

  • Oversee and manage the project’s master dataset, ensuring consistent use of digital data collection tools and standardized indicators.
  • In accordance with TNS MEL standards, carry out regular data verification processes and safeguard data integrity, confidentiality and security.
  • Maintain the project’s core set of Looker dashboards, enabling project management to track progress, identify trends and assess performance across interventions through clear data visualizations.
  • Conduct ad-hoc analyses to respond to management, donor and learning needs, translating complex data into actionable insights for technical and partnership teams.
  • Support technical team in making timely adaptations.
  • Maintain high levels of confidentiality in relation to sensitive and confidential program implementation data and information and ensure compliance with TNS’s Data Protection Policy and all relevant data privacy laws and guidelines.

Capacity Building

  • Provide orientation to project staff on the Activity’s MEL Plan.
  • Build capacity of project staff and partners on data collection and data use for learning.

Learning & sensemaking

  • Create a learning agenda linked to the MEL system and implement a system designed to capture learnings, best practices, and case studies, aligned with the project’s theory of change and related learning questions.
  • Document best practices and lessons learned and use data and regular learning sessions (including annual review and planning meetings) to drive program design, adaptation, and decision-making, working closely with the project leadership team.

Basic Qualifications

  • Bachelor’s Degree + 7 years relevant experience OR Master’s Degree + 5 years relevant experience.
  • Demonstrated experience managing and implementing MEL systems for interventions in agricultural value chains, preferably in the horticulture sector.
  • Knowledge of Dutch Embassy’s or other international development donor reporting requirements.
  • 5 years of experience with MEL methods and approaches in an international development context, including participatory approaches, data analysis and performance reporting, using a theory of change and logical framework or results framework, and experience with fostering a learning culture/adaptive management.
  • Required Languages: Excellent oral, written, and interpersonal skills, including fluency in English. Understanding of Luganda, Swahili, and other native languages is an advantage.

Travel

Travel up to 20%

Preferred Qualifications

  • Uganda or regional experience.
  • Experience using statistical analysis software (Stata or similar).

Knowledge, Skills and Abilities

  • Ability to develop well-written, cohesive analyses and reports.
  • Advanced proficiency with relevant software packages, including Microsoft Office (with advanced knowledge of Excel), AppSheet, BigQuery, and Looker Studio.
  • Competence in managing and analyzing large datasets.
  • Demonstrated ability to work collaboratively with cross-sectoral stakeholders, including development partners and national governments.
