Sole Hope’s mission is to offer hope, healthier lives, and freedom from foot-related diseases through education, jobs, and medical relief. Our programs include school and village clinics, a Hope center and clinic, a shoe production workshop, education programs and income generating activities.
Overall responsibility of the position
The key responsibilities of the MEL Manager is to maintain a critical and detailed high level of oversight across Sole Hope’s programmatic monitoring, evaluation and learning activities. They will be required to measure the impact of our work, evaluate and innovate in areas of development and improvement as indicated by the data, and report on organizational learning. The MEL Manager is a senior management position reporting to the Country Director. The role will be based at our office in Buwenda, Jinja and may require some local travel for field visits.
Roles and responsibilities
The successful candidate will:
• Bring significant experience and fresh ideas to develop and implement realistic MEL strategy, targets and systems.
• Work in collaboration with the Program Team Leader and Heads of departments to ensure that all programs are continually monitored efficiently, and KPIs are successfully achieved.
• Ensure all lessons learnt are documented and communicated to the Country Director to inform ongoing implementation and changes in future programming.
• Be required to guide, advise, and support the building of capacities amongst the programmatic team
• Provide regularly reporting on project activity for communication to beneficiaries and donors in line with Sole Hope policies and practices.
• Maintain a central and systematic information management system whereby relevant project information and data generated can be easily accessible for use when needed.
• Ensure all MEL resources are utilised in proposal development work creatively to secure funding from diverse sources
• Support program work through providing quality technical approval/guidance of design, implementation, and reporting for routine MEL research activities (such as baselines, rapid assessments, research)
• Pro-actively create opportunities for learning via data collection through cross department collaboration
• Continually identify MEL and quality gaps in order to actively address their causes through training, field visits, and presents proposals outlining solutions to the Country Director
• Assist in data quality assurance and compliance with all grants as per the outlined reporting requirements and timely submissions
• Provide weekly updates to the Country Director via a Planning and Execution report template
• Ensure that quality monthly reports are done as per each project’s specifications and are ready for Executive review including recommendations.
• Bring together data and findings from across projects and operational districts to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization
• Promote learning throughout the organisation, particularly on issues of program quality, policy analysis and advocacy and ensure new information is constantly readily available
• Communicate program learning (through document sharing, presentations, etc.) externally with key stakeholders (NGOs, government partners, working groups, etc.) and internally to provide guidance and technical input on strategic direction and program design
Qualifications and Experience
Essential
• A Master’s Degree in social sciences, international relations or development or very substantial relevant professional experience
• Excellent spoken and written English.
• At least six years’ experience in managing monitoring, evaluation and learning activities.
• Experience of working in all aspects of planning, monitoring and evaluation, including system design, programmatic audits, systematic tracking and analysis, evaluations, surveys, assessment systems, capacity building and training;
• Experience of integrating quality standards in program and of implementing accountability initiatives, such as child participation, information sharing and complaints response mechanisms;
• Previous experience of successfully securing MEL resources and managing a budget
• Experience working with an NGO
Desired
• Computer literate and very confident in using Microsoft Office applications including Outlook, Word, Excel and Power-point
• Excellent interpersonal skills and the ability to interact well with people of all backgrounds, excellent relationship building skills;
• Good organizational skills, the ability to pay close attention to detail and capable of reporting in a timely manner;
• A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours where necessary.
• Commitment to and understanding of Sole Hope’s aims, values and principles.
• Technical expertise in one of main sectors (health, nutrition, education, child protection)
