About US:
John Snow, Inc. (JSI), a leader in the field of international public health, is currently recruiting for two positions for the USAID-Regional Health Integration to Enhance Services-North, Lango (USAID-RHITES-N, Lango) Project. USAID- RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub- regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to- child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.
Job Summary:
The Monitoring and Evaluation Manager will carry out the Monitoring and Evaluation function of USAID RHITES N-Lango Project in the respective districts by overseeing data collection and reporting for the program as guided by USAID and PEPFAR. The M&E Manager will work with the focal point persons, District
Key Duties and Responsibilities:
- Provide technical leadership, training and supervision to partners, including MOH and GOU in the area of M&E strategic information (SI);
- Prepare external and internal reports and communication materials for management and programme staff to facilitate project and activity monitoring and planning;
- Generate data visualizations and dashboards for use in reporting and strategic decision making and update the institutional repository of data
- Analyse monthly data and train M&E personnel in quality assurance methods;
- Conduct supportive supervisory visits to sub grantees to observe, monitor and provide guidance and quality feedback on the use of project data for management decision-making;
- Conduct supportive supervisory visits to project supported facilities to observe, monitor and provide guidance on facility data systems, and the use of data for decision-making;
- Assist in project research activities, including contributing to research proposal writing, applying for IRE! approval, training of research assistants, data collection and entry, ensuring all ethics and review requirements are met;
- Build the capacity of RHITES-N, Lango staff to understand and use the project dashboard;
- Build the capacity of facility staff to monitor and report on service delivery;
- Supervision and mentoring of M&E support staff.
- Provide leadership in ensuring that data validation exercises for all reportable indicators are done at all sites, ensuring that the necessary changes after the data validation are made into the appropriate database and facility reports
- Provide leadership and managerial support to ensure the electronic data bases at all sites are complete and up-to-date at all times
- Promote data use among stakeholders and project staff for quality service improvement and informed decision making
Qualifications, Skills and Experience:
- The applicant must hold a Master’s degree in public health preferred or bachelor’s degree and additional training, certificate or qualification in monitoring and evaluation (M&E) or relevant field;
- At least eight years of experience in M&E for international donor funded projects, preferably including experience with USAID-funded projects;
- Knowledge and experience with HIV, AIDS, STI, DREAMS and KP programming, M&E data
- Minimum of 8 years’ experience in M&E for international donor funded projects, preferably including experience with USAID-funded projects;
- Knowledge and experience with HIV, AIDS; STI, DREAMS and KP programming, M&E data management in Uganda including data entry and cleaning; data analysis and report writing;
- PEPFAR and USAID reporting experiences required;
- Experience in working with public health facility data management systems;
- Demonstrated ability to manage time and meet Strict deadlines;
- Coordinate and manage other M&E staff and provide mentorship;
- Knowledge of epidemiology and evaluation research methods (qualitative and quantitative); including data processing;
- Computer proficiency including use of MS Excel; Word, PowerPoint, Access and a statistics package (e.g.; Stata; SPSS; SAS, R);
- Excellent interpersonal; teamwork; supervisory; and mentoring skills;
- Excellent writing, oral and organizational skills;
- Ability to undertake extensive local travel
