About US:
Kituo cha Katiba: Eastern Africa Centre for Constitutional Development (KcK) is implementing a project on electoral reform and justice in Uganda, aimed at enhancing electoral democracy in the country. The project involves 3 major components: monitoring compliance by the Attorney General with the orders of a 2019 Supreme Court public interest litigation (PIL) case that challenged the Attorney General’s non-compliance with the orders of the same court made in Presidential Election Petition No.1 of 2016 and awareness creation about the PIL case; a comprehensive study of the electoral reforms proposed by the Supreme Court in the (above) 2016 Presidential Election Petition; and a critical review of the 2016 parliamentary election judgements to ascertain their consistency and legal basis with a view of improving future adjudication of electoral disputes.
Job Summary:
KcK seeks to employ a part time M & E specialist to offer technical support to the effective implementation of the project. Under the overall guidance of the Executive Director and direct supervision of the Programme Manager, the M&E Officer will undertake the project monitoring and evaluation to ensure achievement of the project objectives in a cost effective and timely manner. The Monitoring and Evaluation Officer will be responsible for designing and implementing the M&E activities and attendant framework of the Project; assisting the Project team in preparing the necessary periodic reports on project progress (quarterly and annual). He/she shall also be responsible for monitoring the project activities regularly and collection & diverse categories of data in relation to the project activities.
Key Duties and Responsibilities:
The Monitoring and Evaluation Officer shall have the following duties and responsibilities:
- Lead the planning and coordination of the regular and systemic monitoring of the project’s overall progress in achieving the intermediate results indicators and the Project Objectives;
- Monitor all approved project activities and their progressive implementation with a view of achieving the project output and projected outcomes;
- Review and make suggestions or recommendations further improvement of the available logical frame work;
- Develop monitoring and impact indicators for the project success;
- Monitor, evaluate and develop a report on the overall progress on achievement of the projected results;
- Provide periodic feedback to the Project Team on project strategies and activities and identify potential shortcomings and risks in achieving the project objectives and proactively propose potential solutions as well as undertake necessary follow up actions;
- Guide and support the Project staff and other stakeholders involved in the project implementation in the proper monitoring and evaluation of project activities;
- Prepare regular project monitoring reports as required, in collaboration with other staff responsible for Project implementation
- Suggest mechanisms to the Project Team for improving the efficiency and effectiveness of the project;
- Extract information and statistics to inform the necessary reports for the project team;
- Be available to participate in periodic project reviews and strategic planning workshops and assist the Project Team in the process of report preparation;
- Support the project team with the necessary M&E tools and their use;
- Support KcK in improving existing monitoring and reporting systems so that the project results indicators can be adequately monitored;
- Properly file and maintain all M&E documents;
- Perform other duties as may be required and assigned.
Qualifications, Skills and Experience:
- The ideal candidate must hold a University Degree preferably in project management, Social sciences, monitoring and evaluation or related field;
- A post graduate qualification in the same shall be an added advantage.
- A minimum of three years of experience in the design and implementation of M& E;
- Experience in designing tools and strategies for data collection, analysis and production of reports;
- Experience in M & E work in good governance/human rights based projects would be an added advantage.
- Computer literacy: High proficiency in MS Office (Word, Excel, PowerPoint etc,) and excellent web navigation skills.
- High professional and personal integrity;
- Excellent communication and interpersonal skills;
- Ability to collaborate effectively with diverse stakeholders and implementing agencies;
- Ability to work both independently and collaboratively in a team;
- Organizational skills and the ability to concurrently handle multiple assignments.
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability in a diversity characterized working environment.
- Demonstrates strong oral and written communication skills
- Language Skills: High proficiency in spoken and written English
