JOB DETAILS:

John Snow, Inc. (JSI), a leader in the field of international public health, is currently recruiting for two positions for the USAID-Regional Health Integration to Enhance Services-North, Lango (USAID-RHITES-N, Lango) Project. USAID- RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub- regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to- child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations.
RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.
Job Title: Monitoring & Evaluation Officer

Job Summary

The Monitoring and Evaluation Officer is a full term Job based in Lira – Uganda. S/he will carry out the Monitoring and Evaluation function of USAID RHITES N-Lango Project in the respective districts by overseeing data collection and reporting for the program as guided by USAID and PEPFAR. The M&E Officer will work with the focal point persons, District Project Coordinators, and M&E Managers to ensure that clean and complete project data is collected, properly captured and reported in a timely manner. In addition, S/he will be responsible for collecting, and compiling data on key populations (KP) in the districts that have targets on KPs. The M&E officer will report to the Monitoring and Evaluation Manager.

Major Duties And Responsibilities:

• Assist in the monitoring of timely and consistent data collection and reporting from all project partners and health facilities;
• Work to reconcile inconsistencies in monthly data reports sent from project-supported health facilities;
• Provide technical support to technical staff and partners in the area of monitoring and evaluation (M&E) to ensure high quality record keeping at health facilities and the community level in meeting program objectives;
• Support HMISI District Biostatisticians to ensure timely and accurate entry of reports into the electronic data bases
• Take lead in analyzing and writing of monthly, quarterly, semiannual and annual programmatic district performance reports and their submission in stipulated deadlines
• Prepare suitable external and internal reports and communicate with management and program staff to facilitate project monitoring and activity planning;
• Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for districts HIV/AIDS District Biostatisticians, data clerks and the health workers
• Assist in organizing and facilitating feedback sessions with key internal and external stakeholders;
• Plan and conduct needs assessments, quality assurance assessments, data quality assessments (DQAs}, formative research, and other evaluations as necessary.

Qualifications:

• Bachelor’s degree and additional training, certificate or qualification in monitoring and evaluation (M&E) or relevant field
• Minimum of 2 years’ experience in M&E for international donor funded projects, preferably including experience with USAID-funded projects;
• Knowledge and experience with HIV, AIDS, STI, M&E data management in Uganda, including data entry and cleaning, data analysis and reporting;
• Knowledge and experience with HIV, AIDS, STI, M&E data management in Uganda, including data entry and cleaning, data analysis and reporting;
• PEPFAR reporting experience desired;
• Demonstrated ability to manage time and meet strict deadlines;
• Knowledge of epidemiology and evaluation research methods (qualitative and quantitative}, including data entry, analysis and report writing;
• Computer proficiency, including use of MS Excel, Word, PowerPoint, Access and a statistics package (e.g., Stata, SPSS, SAS, R);
• Excellent interpersonal, teamwork, and mentoring skills;
• Excellent writing, oral and organizational skills;
• Ability to undertake extensive local travel.
