Job Description
As part of the SMT Team, the MERL Manager will be responsible for maintaining and implementing M&E workplans, processes and practices. She/he will be expected to conduct trainings and provide continuous guidance to program & CSO/VHT staff to ensure performance indicators and output, outcome data are prepared and collected appropriately in targeted geographic and results/thematic areas and proactively identify key program themes/ areas for analysis to facilitate learning.
The MERL Manager will be responsible for working with all project partners to ensure that quality data (timely, accurate, consistent, valid, reliable) is collected and is collated for the required learning, monthly and annual Reports. Excellent analysis, report writing and funding proposal writing skills are required for this position.
Core duties:
• Develop an appropriate and effective monitoring, evaluation and learning (MEL) system based on the organization’s outcome indicators. Periodically review and revise the system so that it is adapted appropriately to changing operating contexts;
• Ensure relevant and timely M&E information is utilized for routine project-internal reflection on the effectiveness or need for adaptation to strategies;
• Provide relevant and timely MEL information and in user-friendly formats to key stakeholders (project beneficiaries, partners, Sole Hope senior management and the donors).
• Ensure all MEL reporting requirements are met;
• Support the building of Sole Hope staff capacity and provide ongoing coaching;
• Carry out day-to-day monitoring and evaluation activities of the project;
• Lead the process of analysis, reporting and dissemination of evaluation findings and project results to donors and other stakeholders;
• Participate in writing funding proposals and Fundraising
Qualifications, Experience, Skills and Abilities
• Minimum of a master’s degree in a quantitative field such as sociology, econometrics or statistics;
• 5 to 8 years work experience on development projects where research and data analysis skills have been applied;
• 3 to 5 years of practical experience of working with donor performance management systems;
• Good working knowledge of major databases and analytical programs including MS access, MS excel, STATA, SPSS and Epi Data, and GIS;
• Candidate must have demonstrated leadership qualities, depth and breadth of technical management expertise and experience, and strong interpersonal, writing and oral presentation skills
