LWI Uganda is an affiliate of Living Water International (LWI) with its Headquarters in Houston USA. In Uganda LWI runs an integrated WASH program in South Western Uganda working in the districts of Kiruhura, Ibanda and most recently opened Malongo WP in Mayuge District. LWI Uganda been operating in Uganda since 2009 providing safe clean water, Christian Witness, Sanitation and Hygiene services and Capacity building of communities in operation & maintenance of wells.
Job Summary:
The Monitoring Learning and Evaluation Officer is responsible for creating, collecting, analyzing and managing quantitative and qualitative data for the monitoring and evaluation department of LWI Uganda program in order to support program management and accountability. This position reports to the Program Director.
Key Duties and Responsibilities:
Strengthen program design and operations by;
- Supporting the Program Director to implement, the planning and M&E system according to the LWI –Uganda Country Strategy Plan.
- Developing the national strategy with annual, quarterly and monthly plans and reports within the Country Strategic Framework.
- Ensuring implementation of LWI minimum standards and guidelines in the WASH Program Area (WPA);
- Ensuring adherence to tools and protocols for concept notes, proposals, designs and M&E systems;
- Coordinating review of concept notes, proposals, design documents and reports.
- Maintain an up-to-date database of all final concept notes, proposal, design documents and reports for programs and projects submitted;
- In collaboration with the WPA team, ensure minimum standards for measurement of project impact and program excellence are followed;
- Supporting WPA teams in planning, monitoring and evaluation.
- Aligning LWI Uganda Country plan and budget to Country Strategic Plan (CSP).
- Training/orienting new & existing staff to the M&E system
- Producing major reports and case studies on M&E lessons from LWI-Uganda work,
- Implementing M&E training programs for staff that will enhance and develop skills required to perform their jobs in assessment, design, monitoring, reporting and evaluation;
- Supporting proposal writing and other fundraising activities.
Ensure High quality and timely reporting by;
- Preparing brief, concise and accurate management reports on monthly basis
- Consolidating brief monthly progress, quarterly and annual reports
- Coordinating LWIS reporting with field staff and completion of Projects, Activities and functionality checks in LWIS
- Training/orienting staff to LWIS reporting requirements.
Champion community mobilization and capacity building by;
- Facilitating programs and projects to undertake community assessments, capacity building programs and follow-up and impact monitoring;
- Implementing M&E training programs for staff that will enhance and develop skills required to perform their jobs in assessment, design, monitoring, reporting and evaluation;
- Developing, producing or sourcing appropriate community training materials or manuals;
- Together with Program Director, implementing an innovative, effective system for building capacity in operations and maintenance;
- Employing and integrating guidelines and tools for gender, environment, and gender rights in WASH programming.
Strengthen existing M&E system and Information Management by:
- Implementing LWI Uganda M&E strategies including baselines, evaluations and monitoring activities.
- Providing technical support to LWI Uganda staff in developing and applying a simple, systematic, effective and participatory system of project monitoring and evaluation.
- Reviewing or creating and maintaining relevant database in support of LWI-Uganda operations.
- Designing and implementing periodic field studies and other data collection instruments for the purposes of learning the effects of program interventions.
- Collecting qualitative and quantitative data for enhancing planning and implementation of programs.
- Verifying and validating at least 10% of the data reported.
- Ensure up to date databases that provide real-time accurate and complete information on WASH program implementation and resource utilization.
- Updating of indicators and ensure minimum standards for measurement of project impact and program excellence are followed
Developing and supporting a learning organization by:
- Defining characteristics of best practices for the country and building WPA capacity to identify and share best practices;
- Documenting and sharing lessons learned and best practices;
- Championing high quality and best practices at national and program area level;
- Implementing key community capacity building to contribute to water supply, hygiene and sanitation promotion efforts and Christian witness aimed at transformational development at WPA level
- Participating in research and design of best community mobilization and involvement guidelines and practices
- Strengthening and maintaining collaborative and strategic partnerships with key stakeholders in both Government and NGOs.
- Support in-country efforts to develop local learning systems and production of learning products on regular basis for dissemination in-country and internationally within LWI and its stakeholders.
Qualifications, Skills and Experience:
- The applicant must hold a University Degree in Water Engineering, Statistics, Public Health, Social Sciences, Development Studies, Economics or IT.
- A post graduate qualification in Monitoring and Evaluation or Project Management and Planning
- At least three (3) years’ work experience in development work in an INGO setting of which at least one (1) year is in Monitoring, Evaluation, and Learning in the field.
- Experience in project cycle management (PMD Pro) or willingness to commit to getting certified within 6 months of employment)
- Practical, hands-on skills in managing a Monitoring and Evaluation system including its review, tools development, and Information management.
- Thorough understanding and experience in quantitative and qualitative data collection methods, including sampling, survey design, interviews, focus group discussions, data analysis, and its application methods to project monitoring and evaluation standards in Water, Sanitation and Hygiene;
- Experience in at least two M&E design frameworks (Logical frameworks, Theory of Change, or Outcome Mapping);
- Hands on computer skills in MS Word, Excel, PowerPoint and web-based software;
- Experience in the design, analysis and reporting of quantitative and qualitative surveys including Mobile data collection.
- Strong analytical skills using analytical software e.g. R, SPSS, STATA, EPI INFO, ALTLAS IT, ARC-GIS, MaxQDA, NIVIVO);
- Excellent communication skills (written and spoken);
- Experience presenting research findings to diverse audiences
- Previous experience in the design and delivery of capacity building trainings in M&E.
- 4 years clean driving license for vehicle or riding motor cycle
