National Content Supervisor
Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.
Primary function
• Support the Company in meeting its objectives in a complaint responsible manner in procurement and contracting areas.
• Carry out monitoring, evaluation and preparation of reports during the implementation of National Content Plan in EPC phase.
Responsibilities
• Provide the interpretation and explanation on National Content requirement to its clients from time to time, internal and external in accordance with the Petroleum Act, PSA and other applicable laws and regulations.
• Provide advice to the Contracts and Procurement and other stakeholders in order to ensure full compliance with the National Content requirements, by Company and Contractors.
• Responsible for reviewing the National Content study reports developed by the Front End Engineering Design (FEED) contractor, and communicating with the Contractor accordingly.
• Responsible for assessing the bidders’ National Content Plans during the EPC bid evaluation.
• Responsible for monitoring and reporting EPC contractors’ performance in the area of National Content.
• Other duties as assigned by the Supervisor.
Requirements
• Bachelor’s Degree or above in Supply Chain Management, Finance and Law or Related Disciplines.
• At least 5 years’ relevant work experience in SCM, oil & gas industry, banking, and accountancy preferably in an international company.
• Experience in procurement and contracting.
• Experience with interaction and management of suppliers or contractors.
Knowledge
• Extensive knowledge of local laws and rules of national contents requirement.
• Extensive knowledge of business management, planning and SCM.
• Excellent knowledge of Microsoft Word, Excel, Power point and MS Project etc.
• Understanding of Oil & Gas E&P.
