About US:

The United Nations Development Programme (UNDP) is the United Nation’s global development network. The UNDP provides expert advice, training, grant support to developing countries including Uganda with increasing emphasis on assistance to the least developed countries.

Job Summary:

The National Economist and Advisor on the Sustainable Development Goals (SDGs) will advise Senior Management on issues of economic development, the 2030 Agenda and relevant linkages to UNDP programmes, as well as strategic positioning of the country programme. He/she will support the formulation of UN/UNDP programmes, interface with the government in design policies and programmes and identifying alternative economic development policy options to enhance the policy impact of UNDP.

The National Economist and Advisor on SDGs may supervise and lead a team of UNDP experts, international and national consultants and project staff, and is required to build and sustain a network of colleagues from Government, UNDP, UN Agencies, IFls, , multi-lateral and bi-lateral donors, private sector and civil society.

Key Duties and Responsibilities:

Provide advice and support to UNDP management, programmes and projects focusing on achievement of the following results:

  • Compilation, analysis and interpretation of economic and statistical data, thorough research of the economic and development issues in the country and preparation of top-quality analysis and reports;

Provision of top-quality analysis and substantive inputs to strategic documents of UNDP and the UN system, including but not limited to the UNDP Country Programme, UN Common Country Assessment, UN Sustainable Development Cooperation Framework,;

  • Strategic leadership in the production, launch and popularization of the Country office knowledge products such as National Human Development Reports, annual reports;
  • Contribution to sub-regional, regional and inter-agency initiatives related to development issues;
  • Representation of UNDP in different working groups, within the UN system, Development partner community and government.
  • Provide support to strengthening programme development and implementation and facilitating strategic partnerships.
  • Advisory support to UNDP country office management with preparation and implementation of country programmes and strategies;
  • Support to the programme, policy and operations teams in developing and managing relevant thematic portfolios, such as activities to support inclusive growth and progress towards the SDGs;
  • Advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities;
  • Ensure that inclusive and sustainable development issues are systematically addressed in the UNDP strategic planning and management processes;
  • Support to senior management in undertaking programme management responsibilities as may be delegated.
  • Provides policy advice and options to Government counterparts and facilitation of partnerships, knowledge building and management focusing on achievement of the following results:
  • Provision of policy options, particularly from pro-poor perspectives, on economic development;
  • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Assessment of the country’s economic development policies and their impact on poverty reduction, growth, equity, etc.;
  • Training and capacity building support for UNDP staff and Government officials, public institutions on economic development issues.

Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFl’s, government institutions, bilateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Support analysis and in-house dialogue on programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities
  • Production of periodic updates and briefs on country development situation to be used by stakeholders, CO and HQ.
  • Undertaking of selected studies/research on emerging development concerns that feed into government/development partners processes.

Advocacy and promotion of awareness of UNDP mandate and mission focusing on achievement of the following results:

  • Public and policy advocacy for the SDGs, pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings. Support to monitoring progress and formulation of strategies towards the achievement of the SDGs.
  • Management of events and publications on economic development issues.

Qualifications, Skills and Experience:

  • The applicant for the United Nations Development Programme (UNDP) National Economist and Advisor on the Sustainable Development Goals (SDGs) job should hold a Master’s Degree in Economics, Public Policy or related field.
  • Five years of relevant experience at the national or international level on development issues. Extensive experience in research and policy-level analysis on sustainable development.
  • Some experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for statistical analysis of data.
