About Financial Sector Deepening Uganda (FSDU)
Financial Sector Deepening Uganda (FSDU) is an independent not-for-profit company committed to promoting greater access to and usage of financial services in Uganda. FSD Uganda seeks to develop a more inclusive financial sector with a focus on low-income individuals (particularly women) and Micro, Small and Medium Enterprises (MSMEs).
FSD Uganda works with both public and private sector players to develop sustainable improvements in the livelihoods of low-income individuals through reduced vulnerability to shocks, increased incomes, and employment creation. We support innovation, conduct research, help promote and improve policy, laws and regulation that shape the financial sector in Uganda through targeted Technical Assistance (TA) and grants. FSD Uganda is funded by The Government of United Kingdom of Great Britain and Northern Ireland and The Bill and Melinda Gates Foundation. We are part of a network of eight other financial inclusion organizations working in the Sub Saharan region of Africa.
About this role
The purpose of this job is to support the COO in strategic planning and execution of all FSDU’s administrative functions including but not limited to Procurement Management, Human Resources Management, Administration Management and other day to day operations.
The Operations Manager will support in the development and implementation of systems, procedures, and tools across all administrative functions that will empower the FSD Uganda team to achieve project goals effectively and in an efficient manner.
Key Result Areas and Deliverables
Procurement Management
• Manage resources and supplies and ensure effective implementation of procurement activities according to FSDU procedures and delivering good value for money for the organisation.
• Review and update procurement processes and policies to ensure compliance to best practice procurement management as well as legal and statutory requirements
• Manage the process of identifying suitable and appropriate vendors that meet the needs and requirements of FSD Uganda in terms of quality and Value for Money; through pre-qualification
• Manage the delivery of an effective and efficient procurement life cycle process, ensuring all contractual obligations are met following the approved policies and procedures
• Attend tender openings and coordinate constitution of evaluation committees to ensure that the objective criterion for supplier selection & pre-qualification is applied, and tender evaluations are conducted transparently.
• Service all supply requests for department heads are responded to with adequate and high-quality items on time and within organisation-wide budget and cashflow forecasts.
• Maintain a register of supplier contracts and conduct regular supplier assessments to ensure that suppliers that deliver high value for money are maintained and contract renewals are made as appropriate.
• Develop and implement stores management /stock control systems and procedures to ensure that the office supplies are of correct levels of required supplies, re-ordering when necessary, and ensuring that supplies are kept secure and in good condition
Logistics & Office Services
• Manage operations and maintenance of physical office facilities and fleet in an efficient and effective manner
• Ensure that the office is kept secure at all times, liaising with the security company to manage and schedule the guards, ensuring that appropriate security measures (for fire and life safety) are in place and functioning, and overseeing arrangements for managing keys and locking up; participate in health and safety audits
• Ensure that all routine office and assets maintenance is effectively carried out by supervising the external office services providers.
• Develop and implement a system for recording and responding swiftly to maintenance requests (giving priority to matters of safety), adhering to preventive maintenance measures and ensuring that the assets (generators, computers, printers, air conditioning; lighting, water, electricity, etc.) are using are safe and fully functional.
• Develop technical and statement of work specifications for contractors of building and equipment maintenance services and participate in evaluating and selecting bidders.
• Ensure FSD Uganda fleet are fully serviced and mechanically sound; equipped with all necessary breakdown and safety equipment; ensure that vehicles & motorcycles insurance, technical control renewals are made on time and that all other legally required paperwork (e.g., driver licenses) is in place
Human Resources Management
• Support the COO with routine Human Resource Planning & Implementation
• Ensure that the various departments are resourced with the expertise necessary to deliver on strategy & project implementation.
• Develop and implement appropriate, relevant, and cost-effective, innovative strategies for Learning and Development
• Ensure that FSD Uganda has a conducive work climate that enhances staff motivation, retention, wellbeing, and team spirit across the organisation
• Lead the alignment and integration of human capital and talent management strategies with organisational business plan and objectives
• Oversee the development and implementation of HR policies and procedures and ensure compliance to current Ugandan employment legislation and HR best practices.
• Develop and implement a performance management system that stimulates high levels of employee engagement and a culture of high performance
• Accountable for implementation of all routine employee life cycle processes from recruitment, onboarding, remuneration to staff exit procedures.
