Job Description
The Planning, Monitoring, Learning, and Evaluation (PMLE Manager) Manager will offer PMLE service to all Heifer Uganda projects, contributing to strategy discussions, and providing technical assistance on PMLE for the Heifer Uganda program. The PMLE Manager will be responsible for supporting all projects to develop and run functional PMLE frameworks reflecting programmatic information management, monitoring and evaluation, and learning. He/she will ensure that projects’ data is collected processed and used to improve ongoing programs, donors, and Heifer reporting, image building and is incorporated into consistently high-quality reports and business development documents. The PMLE Manager will support the Program function to incorporate all best practices of M&E to inform business development and effective program management during implementation. She/she, will work under the supervision of the Country Director and collaborate with the Directors of Programs to develop, coordinate, maintain, and constantly improve the MLE system more so with an orientation to a signature program framework. He/she will also provide key information and data required by the Communications Manager to implement a communications strategy that promotes and enhances Heifer’s presence and visibility through a culture of learning and market-positioning of the country program. The PMLE Manager will spend 45% of his/her time to support the EAYIP project both in Uganda and Tanzania to strengthen the PMLE service function including database update, data analysis, and information generation required for the periodic donor reporting and structure learning across the program to inform Heifer Africa youth work.

RESPONSIBILITIES & DELIVERABLES
Program Effectiveness (60%)
- Provide overall leadership in monitoring output and outcomes, ensuring strong data analysis, tailoring reports for different stakeholders, and disseminating lessons learned
- Support field teams in effective and efficient management for results, robust project-centric MLE system that makes data and information available for learning, adaptation, and donor/program reporting.
- Provide reliable and accurate monitoring data and information for program reviews to improve the performance (efficiency) of the projects and completeness of planned activities.
- Responsible for performance and results measurement, data analytics to provide explicit and well-documented monitoring, learning and evaluation frameworks that inform transformative programming and business development at the country level.
- Lead and guide the periodic assessments, evaluations, and analysis of Heifer’s country and project-specific level results, its contributions to impact, and the value for money that Heifer and her affiliates provide.
- Support and provide technical support to the country program team in the development, and roll of PMLE tools and systems in collaboration with the regional office and HQ mission effectiveness department. Country program annual performance plans and project-specific performance management plans in place.
- Country program and project/donor-specific narrative reports (quarterly, bi-annual and annual) in place; disseminated internally and externally.
- Standards for project designs, MLE frameworks, management for project performance results are in place and used by project teams.
- All projects develop and run functional MLE frameworks in collaboration with partners and key stakeholders.
- Data and information generated and analyzed to inform period Heifer and donor quality reporting.
- Enhanced the technical capacity of the project MLE Officers through planned regular mentoring, training, and coaching
- Established M&E workable instruments to gather necessary agricultural commodity value chains data and monitor their impacts on participating actors
- Support project leads to prepare and consolidate quality, quarterly, mid-term and annual reports
- Documented path-way evidence towards application of Livable Incomes across projects and country programs.
- Manage baselines, annual impact surveys, mid-term, and evaluations by ensuring quality standards are met.
- Key program and project learnings are documented and disseminated with a wider community internally and externally to improve Heifer’s visibility.
- Quality PMLE frameworks developed to support project designs
- Documentation of success stories, case studies, and review of thematic papers in line with CO strategic priorities;
Management and Compliance (30%)
- Accountable for supervising and managing all evaluations and operational research for the project including baseline, midterm and end-line assessments
- Accountable for ensuring that all PMLE officers and assistants are supported and engaged to produce quality and timely results.
- All projects have databases developed and maintained at all levels needed as per the MLE framework
- Ensure that MLE frameworks are aligned with Heifer Standards and frameworks and coordinated with evaluation and research agendas
- M&E tools include research, evaluation, and the overall MLE framework to capture metrics for projects’ quality deliverables, learning, and dissemination
- Production of training and other learning materials reflects information needs identified by the MLE systems
- Coordinated annual program and project reviews and planning workshops and assist in preparing and disseminating relevant reports.
Partnership and Engagement (10%)
- Accountable for knowledge management and sharing
- Collaborate with the communications manager to design, produce and disseminate quality reports, newsletters, print, and visual materials.
May perform other job-related duties as assigned.
Minimum Requirements:
- Master’s Degree in business administration, monitoring, and evaluation, or International Development. A Bachelors’s degree in Economics, Statistics, or a related field. with postgraduate studies, Monitoring and Evaluation and /or project planning and management are desired.
- Candidates should possess above 5 years of direct relevant experience in the field of Monitoring Learning and Evaluation (MLE) m of large-scale projects/programs
Preferred Requirements:
- Progressively increasing levels of experience in a development context to include
- Hands on project/program management at field or country-level preferably in an agricultural or community development role, including market/value chain engagement.
- Solid MLE experience, gained in working in the development context
- Demonstrated social reseach experience
- Experience in supporting and monitoring field-based programs in the country
- Proven experience in staff and partner training
- Experience managing research projects across multiple stakeholders.
- Certifications in Project Management (Project Management for Development, Prince2 UK or PMI), Evaluation, and Research Methods.
