Uganda Electricity Transmission Company Limited (UETCL) is a public Limited Company, which is wholly owned by the Government of the Republic of Uganda, and holds the following operational licences. System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

UETCL invites applications from suitable and eligible candidates for the following position:
Job Title: Principal Human Resource Officer (1 Post)
The position located at Company Head Office
Reports to: Manager Human Resource and Administration.

The primary purpose of the position is to support the Manager, Human Resource and Administration in providing effect to Human Resources policies by ensuring that numbers and quality of staff are always matched to UETCL’s needs; that effective and productive relations are maintained with staff and their representatives; and that and competitive rewards package is in place and effectively managed.

Key Result Areas
• Coordinating formulation and implementation of Human Resource Planning programmes Ensure organization and management or, and participation in the Company’s staff recruitment programmes
• Provide an administrative back-up service to management in relation to trade union negotiations and meetings with other staff representatives.
• Receiving and attending to matters relating to employee relations; grievances, complaints and counseling.
• Prepare and submit periodic briefs and other reports to the Head of Human Resource as and when required
• Manage Human Resource Risk.
• Implement and control the application of agreed salary, wages and other benefits package throughout the Company.
• Providing guidance and counseling to staff on Human Resource Management issues.
• Conducting research on contemporary Human Resource best practices and making appropriate recommendations.
• Supervising and appraising direct reports and executing any other duties that may be assigned from time to time.
• Ensuring the implementation of Human Resource policies, regulations and practices and monitor their implications.
• Coordinating staff training and development function.
• Coordinate Performance Management function.
• Ensure that appropriate staff records and personal files are maintained up to date.

Qualification and Experience
• Must hold a verifiable Bachelor’s Degree in Human Resource
• Management or Social Sciences or related discipline such as Education, Business Administration, Organization Psychology, Organization Development from a recognized university.
• Possession of a Post Graduate diploma in Human Resource Management shall be an added advantage.
• A Master’s degree in relevant fields such as Human Resource Management, Public Administration and Management, Organization Development, Organization Psychology, is an added advantage.
• Membership to the Human Resource Managers Association of Uganda is a must.
• Demonstrated leadership and experience in management of a large work force in a busy work environment.
• 7-10 years of experience in Human Resource management with at least 4 years’ experience at senior level.
• Proven experience at a senior position handling Human Resource (HR) activities
• Prior experience in handling the HR activities in a Power Utility shall
• be added advantage.
• Extensive knowledge and understanding of Labor Laws and handling Employee Relations. Detailed knowledge and understanding of the Human Resource
• Information System

• Good report writing skills.
• Excellent negotiation skills.
• Ability to withstand stressful work situations and have willingness to work for long hours outside the official working hours.
• A person of high integrity and is motivated, innovative, result oriented and a committed team player
