Under the Ministry National Farmers‘ Leadership Centre was established in 2011 under a Grant from the Republic of Korea through the Korean International Cooperation Agency (KOICA) to help in the Transformation agenda using the Saemaul Undong Model which concentrates on Mindset Change. The Ministry now invites applications from suitably qualified Ugandans for the Position of Principal of the National Farmers‘ Leadership Centre (NFLC)
This position is on a two year contract renewable subject to satisfactory performance and needs of the Employer

Directly Supervises: Deputy Principal Job Purpose: To provide leadership direction and co-ordination of the NFLC including strategic planning Control and Direction of activities of the NFLC .

Duties
• Responsible for the overall organisation management and supervision of the NFLC
• Conduct consultations with stakeholders regarding the formulation and implementation of NFLC. strategy and medium-term plans
• Formulate annual work plans for the NFLC. to be implemented within the framework of the MTEF and annual budget cycle
• Coordinate the development of the NFLC training and instructional programs
• Update NFLC with current practices and techniques relating to agricultural and rural development programs teaching and administration
• Provide technical guidance in the formulation and review of Policies and ensure adherence to approved policies practices and procedures relating to the operationalization of the NFLC
• Responsible for the administration of the NFLC assets and equipment
• Establish procedures for the purpose and receipt of materials and supplies necessary to support the training programs at the NFLC
• Account for funds from budget allocations, farming activities tuition fees gifts or other funds belonging to the NFLC
• Prepare and submit periodic reports on management and operations of NFLC
• Represent lobby and advocate for the NFLC at the local national and international forums
• Provide technical support on establishment of Model farms? Gardens across the country
• Perform any other duties that will be assigned from time to time by the immediate supervisor

Academic qualifications
• The applicant should be a Ugandan with a Bachelor’s Degree in any of the following fields Agriculture Sciences Veterinary Fisheries Animal Husbandry Biological Sciences Agricultural Economics Vocational Education Studies or Natural sciences from a recognized university or institution
• Master’s Degree in Management, Business Administration-Management Option Development Studies and any other related Masters in Management from a recognized University or institution
• A Post Graduate Qualification in Change Management or such related field or a Certificate in the South Korean Saemaul Undong Model will be an added advantage.

• Demonstrate practical knowledge and skills in Agriculture
• Demonstrate knowledge of operations of semi-autonomous public organizations
• Strong knowledge of Uganda’s agricultural and rural development policies
• Should be a team player capable of working with a multi-disciplinary senior management team
• Excellent personal integrity and ethics loyalty and commitment to community welfare
• Strong decision-ma king skills
• Well-developed interpersonal communication and public relations skills
• Ability to effectively lead motivate and coach subordinates
• Ability to effectively prepare and deliver oral and written reports as well as speeches and
• Should possess verifiable computer skills in relevant packages including Ms Excel Word Access and Power point
Work Experience:
At least ten (10) years working experience in any of the following, Agriculture Sciences, Veterinary Fisheries Animal Husbandry or Agriculture Training five (5) of which should be at Senior Managerial level in Government or equivalent level of experience from a reputable organisation
