Job Description

Brief description of WFP in Uganda
In Uganda, WFP provides monthly food (in-kind and cash) assistance to almost 1.3 million refugees across 13 rural settlements as well as other crisis-affected populations, most recently providing emergency food assistance in response to alarming levels of food and nutrition insecurity in the Karamoja region. WFP Uganda also provides agricultural and market support to smallholder farmers, buying directly from farmers for its school feeding programme where possible. The UN agency uses its supply chain network to not only transport food but also other commodities such as medical protective gear to support the government COVID-19 response. WFP Uganda is also working closely with the government to strengthen its social protection systems and make them more responsive to shocks, both critical ingredients to achieving food security.

ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Procurement Assistant (SSA 5) to be based in Kampala. The selected candidate will be employed on a short term 6 months contract.

ORGANIZATIONAL CONTEXT
The job is found in Uganda Country Office, reporting to Procurement Officer.

JOB PURPOSE
To provide operational and adminitrative support to the Non-Food procurement sections-Goods and Services, hence contributing to the efficient and effective delivery of procurement services.

KEY ACCOUNTABILITIES
• Perform administrative procurement activities in a timely and efficient manner, to support Professional staff in the acquisition of goods and services for efficient field operations.
• Compile data, prepare and distribute documents, to support successful procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), ensuring standard processes are followed.
• Review, record and prioritize purchasing requests, ensuring all supporting documentation is received, and funding is available, in order to enable the procurement of goods and services.
• Coordinate and monitor the delivery of procurement requisitions, verifying receipt and inspection of deliverables, and performing follow up actions to ensure supplies reach the operational areas.
• Research, collate and present information in standard formats, to enable informed decision making and consistency of information presented to the stakeholders.
• Update, manage and maintain relevant databases and records, to ensure the information is accurate, organized, and available for others to access, and supports reporting requirements.
• Liaise with internal counterparts to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
• Perform any other duties as required

STANDARD MINIMUM QUALIFICATIONS
Education: University degree or its equivalent in Procurement, Finance, Economics or Business Studies is desirable from a reputable institution

Experience:
Four (4) years of progressively responsible experience in supply chain. Procurement specificity an added advantage.
Language: Fluency (level C) in English language.

OTHER SPECIFIC JOB REQUIREMENTS

• Good working knowledge and experience using MS Office applications is a requirement.
• Knowledge of WFP procurement policies and rule, regulation and procedures is desirable.
