Job Description


MAIN PURPOSE OF THE JOB
The Product Development & Investment Officer will develop and implement a product development plan aimed at diversifying tourism products to increase length of stay and expenditure by tourists; and develop and implement an investment plan aimed at promoting tourism investment in the sector.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS

a) Honours’ Bachelor’s Degree in Business Administration, Economics or Tourism

EXPERIENCE
a) At least three (3) years of progressive working experience in tourism product development; and/or investment promotion and facilitation role in a busy organization.

ii. Understanding of the tourism industry (Government Policy and Private Sector Stakeholder landscape).
iii. Proven ability to develop strategic linkages, partnerships and networks with Government Agencies, private sector actors, and Development Partners.
iv. Ability to constantly scan the tourism sector in order to identify opportunities, address constraints and emerging situations for the benefit of the tourism stakeholders.
v. Skills in investment promotion and facilitation.

vii. Excellent communication and report writing skills.
viii. Project management and implementation skills.
ix. Research/knowledge management skills.

JOB ACCOUNTABILITIES AND OBJECTIVES (DUTIES AND RESPONSIBILITIES)
Key Result Area: Activities/Processes for each Key Result Area (KRA)

KRA 1: Development and production of appropriate products and services
i. Draft regulatory policies governing products.
ii. Develop and update guidelines for product development.
iii. Develop capacity of sector actors in ensuring that total quality is achieved.

KRA 2: Develop detailed business plans and proposal for viable investment opportunities in tourism with approaches on how to support the private sector investors
i. Develop standards for registration, inspection and complaints handling.
ii. Generate a list of joint venture opportunities/projects in the sector for collaborative promotion.
iii. Develop Business Development Scheme to help in facilitation of the private sector.
iv. Collaborations with government authorities on licensing

KRA 3: Identify and dissect private sector challenges in the tourism industry and propose approaches to tackle them.
i. Conduct up to date research on the competitiveness of Uganda as a tourism destination.
ii. Report to management on quality issues, trends and losses
iii. Develop policies that ensure good governance and follow up of the law

KRA 4: Product audits Developing a plan for accomplishment including gap analysis, training requirements, and implementation strategy.
i. Develop plan on soliciting for customer feedback
ii. Develop a monitoring and evaluation system of customer satisfaction

KRA 5: Develop and implement appropriate Standard Operating
i. Procedures to ensure Consistency in product development
ii. Develop SOPs for sites
iii. Train project site managers
iv. Develop SOPs for investment promotion and facilitation
v. Monitor trends closely

KRA 6: Documenting Investment opportunities
i. Identify investment opportunities
ii. Document investment opportunities
iii. Research on potential opportunities
iv. Widely disseminate investment resources

KRA 7: Identify and dissect sector challenges affecting investors in the tourism industry and propose intervention remedies
i. Conducts up to date research on the competitiveness of Uganda as a tourism investment destination
ii. Dissect challenges facing the sector
iii. Develop policies that ensure good investment governance
iv. Lobby for tourism sector incentives with the private sector

KEY PERFORMANCE INDICATORS
a) Product Development Guidelines in place.
b) Product Development Strategy in place.
c) Catalogue of tourism products in the country.
d) Periodic studies on the relative importance of tourism products in the community.
e) Tourist/Client satisfaction index.
f) Levels of compliance in the sector with respect to tourism products.
g) Two (2) tourism products developed annually.
h) Standard operating procedures (SOPs) to guide product development and investment promotion and facilitation in the tourism sector.
i) Updated tourism investment sector profile.
j) Existing licensing framework.
k) Updated list of tourism incentives in place.
l) List of investment projects seeking Joint Venture or other project support services
m) Business Development Scheme for the sector
n) A pipeline of tourism investments at all times.
o) Joint venture list of projects/promoters.
p) Quarterly Monitoring reports on investment projects and on product development.
q) Number of surveys/research conducted, and recommendations implemented/followed up for implementation.
r) Monthly risk logs.
s) Timely performance reports (weekly, monthly, quarterly and annual).
