Job Description


The Water Trust empowers rural communities in Uganda to reduce preventable death and debilitating disease by enabling access to safe water and a healthy, clean environment. Since 2008, The Water Trust has partnered with more than 900 communities in Masindi and Kiryandongo, benefitting more than 300,000 people. The Water Trust aims to increase the scale of its operations and pioneer new approaches to increasing the impact and sustainability of water, sanitation, and hygiene programs. In 2017, The Water Trust developed a novel approach to improving water sustainability by forming self-help groups in water point catchments, and leveraging these groups to mobilize funds for well repairs and provide a community platform for hygiene and sanitation promotion. Today The Water Trust has trained more than 900 self-help groups in western Uganda and plans to scale this approach to reach one million people by 2024 through direct implementation and partnerships. This position plays a lead role in managing that scaleup as well as contributing to future innovations in our social programming, such as developing a new approach to helping households hygienically manage their poultry feces.
The Position
The Program Manager, Behavior Change (PMBC) reports to the Country Director and is based in Masindi, Uganda, with frequent travel to Kiryandongo. This role manages a social team of ten people, including Senior Community Development Officers (SCDOs), Community Development Officers, and WASH Assistants, and serves as the senior office leader. The PMBC collaborates closely with the Technical Program Manager in planning and overseeing projects, and supporting social and technical staff in addressing challenges to ensure project requirements and objectives are met.
The ideal candidate will have significant experience leading social WASH programming, and excellent organizational and interpersonal skills. The successful PMBC will provide leadership in program implementation and design, helping ensure staff anticipate and respond to challenges to achieve sustainable behavior change at the community and community level. This is an excellent opportunity for an ambitious, experienced behavior change professional who enjoys project managing participatory behavior change programs, coaching staff to build their capacity, and leading program design activities for potential new behavior change approaches.

Major Functions and Responsibilities
• Program planning: lead social activity planning in proposal processes as well as in operational planning, ensuring staff have realistic work plans that meet internal and grant requirements.
• Capacity building: Train and mentor staff to develop capacity and ensure training standards are met or exceeded.
• Quality assurance: Conduct desk reviews and field visits to evaluate implementation and provide technical support and mentorship to help staff productively resolve the issue in an agreed-upon timeline. Monitor project implementation and each week flag issues for review and action by staff.
• Behavior change program design: lead participatory program design processes that result in logical, clearly documented theories of change, performance indicators, and activity plans. For example, recently The Water Trust designed and implemented a behavior change program focused on improving the hygienic management of poultry feces.
• Technical assistance: lead technical assistance projects to other organizations to replicate our behavior change programs and support the Country Director in sourcing and cultivating potential clients.
• Special projects: Monitoring and evaluation projects (such as water point or household surveys), special donor reports, and other needs will emerge at different points time. The PMBC’s role may be undertaking this work directly or supporting the staff member responsible and closely quality controlling their work products.
• Representation: The PMBC will be expected to represent TWT management in internal and external meetings. This requires a strong understanding of all relevant policies, procedures, and other organizational documents and priorities.
• Research: conduct formative research to inform social behavior change communication strategies.
• Reporting: write reports on programming for learning, grant-reporting, and communications purposes.

Qualifications and Characteristics
Essential
• Authorization to work in Uganda. Ugandan Country National (or refugee with work authorization and living in Uganda) strongly preferred.
• At least 10 years experience implementing behavior change programming with at least 3 years of supervisory or oversight experience.
• Demonstrated expertise in managing and designing behavior change programs.
• A diploma or degree in social studies, community development, public health, sanitation and hygiene or study program related to behavior change. Master’s degree preferred.
• Must be skilled in Microsoft Office package with at least an intermediate ability in Excel, Word and PowerPoint.
• Highly organized: demonstrated ability to manage information on projects with 10+ staff and analyze and understand implementation issues (e.g., failure to meet plans, inadequately detailed or unrealistic plans, inconsistent reports, missing reports.)
• Excellent written and oral communication skills: demonstrated ability to summarize issues and communicate issues to management, as well as demonstrated ability to translate project goals and requirements for field staff implementing programs.
• Excellent interpersonal skills: able to work across functions (e.g., finance, program), offices, and cultures and able to maintain strong working relationships with staff and achieve results without line management responsibility.
• Humble: the right candidate will see their role as helping the social and technical experts be as effective as possible in reaching their project goals.
• A team player and problem solver: able to firmly grasp the intention of management and collaborate with a team (or operate independently) to address the issue.
• Expertise in qualitative research and gender-sensitive programming.

Desirable
• Speaks one or more of the following languages: Swahili, Runyoro, Luo, Iteso, Lugbara, Lugisu.
• Experience and expertise in social accountability programming.
