Job Description
Uganda Network of AIDS Services organization (UNASO) is a membership organization that was established in 1996 to provide
coordination, capacity building, resource mobilization, advocacy networking and information sharing among civil society AIDS
Services Organizations (ASOs). UNASO Vision is: “A Uganda Society living Disease free life; while “her mission is: “To provide strategic
support to AIDS Service Organizations to implement integrated SRHR and HIV/AIDS programs through effective representation,
coordination, resource mobilization and enhanced capacities”. With its secretariat in Kampala, UNASO has a membership of over 500
ASOs and networks. UNASO seeks to hire a dynamic, passionate, self-driven, qualified and experienced person to fill position of
Job Purpose
Reporting to the Executive Director for UNASO, the Program Manager provides technical input and creativity in developing and
implementing UNASO resource mobilization strategy including the operationalization of the Grant Management Unit and achieving
self-reliance of UNASO and the membership organizations. The position will ensure high level donor relationships, diversification of
funding, quality proposal development and effective management of grants leading to sustainable resources for HIV response of
UNASO and ASOs.
Key results areas/Responsibilities
Donor Engagement and Management
1. Study donor environment/strategies and identify donor opportunities which are aligned to the vision and mission of UNASO and
member organizations
2. Understand donor needs and cultivate excellent working relationship with national, regional and international donors
3. Maintain high level of transparency and accountability of resources and funding aimed at impacting lives of the vulnerable
people affected and infected by HIV/AIDS
4. Establish financial controls, guidelines, procedures and systems for effective grant management
5. Provide periodical grant updates to enable tracking of progress by the donors
Diversify funding sources
1. Map private sector and foundations, and track upcoming funding opportunities to support timely response
2. Scan and respond to funding opportunities available with bilateral and multilaterals donors.
3. Strengthen UNASO membership drive to increase beneficiaries
4. Explore and harness research funding opportunities
Program design and proposal development
1. Align UNASO and consortium interventions with national and regional priorities and programs
2. Manage the development of high value bids and proposals using national, regional and global technical expertise to enable
submission of high quality and winning proposals
3. Explore, coordinate and provide technical input while participating in alliances and consortium for joint proposal development,
submission, implementation and monitoring
Self – sustenance
1. Provide technical support and monitor implementation of the annual resource mobilization plan
2. Support the Board Resource Mobilization committee to develop the grant management unit
3. Develop and implement guidelines for the Grant Management unit
4. Organize fundraising activities to build a home for UNASO.
Technical competences

• Proven track record in producing winning proposals with at least 5 years’ experience
• Excellent writing, reporting and presentation skills to donors
• Experience in coordinating development of sizeable strategic proposals and project budgets
• Strategic planning and management skills
• Monitoring and evaluation skills
• Excellent financial management and budgeting skills
• Critical thinking and solving problems
• Developing complex reports and analyses using database and other IT tools
• Good interpersonal and human resource management skills
Qualification and experience
• Master’s degree in Business Administration, Project Planning and Management, Social Sector Planning Public Health or any
other related field.
• Training in resource mobilization, project planning and management and result oriented management
• Possess at least 5 years’ experience in health management working with HIV civil society organizations, in a consortium setting
and interaction with governance Boards. Knowledge of and trends in HIV/AIDS, SRHR and TB in Uganda and Internationally.
