As part of its Long term strategic growth, White Ribbon Alliance (WRA) Uganda is seeking an exceptionally motivated and enthusiastic Program Manager for a USAID/CSSA supported Respectful Maternity Care Advocacy Project, which will contribute to the goal of elimination of barriers that undermine upholding the RMC Charter of Rights for Women, Newborns and other vulnerable groups in 5 districts in Uganda.
Job Summary
The Program Manager is responsible for advocacy and communications at both national and sub-national levels. Focus for this position will be placed on improvement of policies, practices, increased resource allocation to support quality and respectful maternity care (RMC) in Uganda and promoting accountability in support of women’s and girls’ health and wellbeing. The successful candidate will lead implementation of advocacy and communication initiatives for improvements in reproductive, maternal, and newborn health and rights, including working with the media to promote, amplify and engage the public to create awareness on RMC advocacy agenda and through the media lab partnership and ‘partnership that works, framework innovations. The primary supervisor is the WRA Uganda Executive Director but with matrix supervision for advocacy and communication provided by the Technical Advisor, Advocacy and Communications.
Key Duties and Responsibilities
• Lead the successful implementation and monitoring of the Respectful Maternity Care (REMAC) Advocacy Project in close coordination with USAID, the Ministry of Health, Civil Society and other key stakeholders
• Lead advocacy efforts and ensure development of a national advocacy agenda that delivers on RMC at both national and sub-national levels.
• Ensure the project maintains effective, synergetic, and collaborative working relationships with all partners, Civil Society, other donors, stakeholders, and other collaborating agencies
• Represent WRA Uganda at various levels to elevate policy and advocacy goals and contribute to dialogue on the importance of reproductive, maternal and newborn health.
• Build partnerships and networks with key stakeholders working in reproductive, maternal and newborn health at the national and district levels, including cultivating and strengthening relationships with donors, multilateral representatives, advocacy partners, and opinion leaders and leading key working groups and coalitions.
• Support the development of a comprehensive monitoring and evaluation system that provides for data for decision making, learning and adaptation.
• Ensure delivery of project objectives to highest quality standards and in accordance with local statutory and WRA’s requirements including timely and quality implementation and evaluation of approved work plans and budgets and submission of narrative and financial reports according to donor agreements and regulations
• Document program activities, write reports including lessons learnt
• Contribute to environmental scan for business development in country, regional and global levels
Education
A master’s degree in the fields of Community, Social and Development work, and other related fields is most desirable. A degree in any other relevant field is an added advantage. Focused training(s) and work experience and or demonstrable knowledge in advocacy, social development work, project management and implementation will be considered.
Knowledge, Skill and Abilities
At least 5 years’ experience in advocacy and management of donor programs including USAID in the areas of reproductive, maternal and Child health.
Demonstrated management and leadership skills in leading advocacy activities addressing a variety of social and health issues, to influence health-related policies particularly pertaining to RMC for maternal, newborn and child health
Proven ability to create and lead effective advocacy partnerships, working groups and coalitions.
Program design and strategic planning experience and proven track record in business development.
Results-oriented, success-driven and ability to anticipate problems before they arise and take appropriate measures to resolve any issues
A proven leader, manager, and mentor, with excellent interpersonal skills, capable of directing and managing change, and inspiring teamwork and high-performing teams
Demonstrated ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable manner.
Excellent interpersonal and organizational skills applicable in a wide variety of settings
Manages and collaborates with cross-functional and cultural teams to establish and achieve common objectives.
Excellent use of Microsoft Office Suite applications
Ability to travel up to 50%, mostly internally in the project districts.
