Amref Health in Africa is seeking to hire qualified persons to fill the following position.

Job title: Program Monitoring, Evaluation & Learning Officer.
Reports to: Country MEL Manager
Duty station: Kampala.

Job Summary: As a key member of the program section, the Program MEL Officer will provide leadership and oversight of the MEL framework for the WASH program in line with Amref’s strategy and best practices.

Key Responsibilities:
Technical leadership and management:
• Provide oversight and coordination of the MEL function in WASH program.
• Nurture a culture of learning and evidence-based project and program design and management.
• Facilitate and promote the establishment of a vibrant Community of Practice in MEL.
• Line-manage and coach the MEL team in WASH program.
• Manage and coach Project MEL officers within the program.
MEL strategy:
• Lead the continuous updating and further development of the MEL framework in relation to the Amref Health Africa Corporate Strategy 2018-2022
MEL implementation:
• In collaboration with Program and project managers, test program models and use the evidence generated to develop capacity statements/track records.
• Coordinate quality assurance of MEL data quality across the program and coordinate remedial support where needed.
• Support grant proposal development by the Business Development and Fundraising teams to ensure that grant proposals have strong MEL frameworks that are able to capture the results generated by grant-funded programs and projects.
• Develop and execute effective procedures for data collection and monitoring systems through abstraction and merging of data records from source databases into a research and project routine study database.
• Roll out digital data collection in all projects within WASH program Area.
• Offer support and review the projects plans, agree on performance indicators, methods of information collection and storage, monitoring time frames and roles/responsibilities for Country programs.
• Document and disseminate program M&E frame works to all project Managers and stakeholders.
• Assesses projects staff, local government staff, community Health Workers and VHTs capacity needs to appropriately use the activity report tools/forms and other performance related monitors for projects in Uganda country programs.
• Ensure timely and accurate reporting of projects into AIMS and the donors
• Develop and track the project reporting calendar
• Provide timely, quality reports on program and project performance to the country MEL manager
Capacity development:
• Coordinate the support projects to strengthen their MEL function and ensure compliance with the requirements as articulated in the MEL framework.
• Provide overall coordination of the MEL activities within the program
Systems:
• Ensure timely and accurate reporting of project achievements in AIMS.
• Ensure timely submission of project achievements into the different donor online databases (IATI, mwater AKVO etc)
External relations:
• Monitor current developments in the sector to ensure that Amref’s MEL framework reflects good practice.
Budget responsibility:
• Develop and manage the overall MEL program budget.

Qualifications, Skills & Experience:
• Bachelors’ degree in Public Health, statistics, Information Technology or any other related field.
• Post Graduate diploma in Monitoring and Evaluation/Project planning and Management is an added advantage.
• A minimum of 5 years of working experience in monitoring, evaluation and learning, working with different international donors.
• Experience in resource mobilization/business development
• Experience in operations research.
• Strong analytical skills.
• Excellent skills in turning complex data and information into user-friendly reports and presentations for different types of users.
• Experience in outsourcing evaluation and research initiatives and managing consultants is desirable.
• Familiarity with the use of GIS in the analysis of complex data.
• Experience in the different donor online systems ( IATI, AKVO, mWater) is desirable
