Job Description
The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
To plan, implement, monitor, coordinate and guide the promotion of condom use for HIV and other sexually transmitted infection prevention in Uganda in line with
the National Comprehensive Condom programming strategy and implementation plan.
Responsibilities
• Participate in the formulation of technical policies and guidelines for condom promotion and distribution in the country
• Provide technical assistance to implementing partners, districts and facilities who support condom promotion and distribution using a variety of approaches
• Participate in the development of training and instructional materials and in capacity building activities targeting districts, facilities, and other health workers at various levels
• Participate in mobilization and management of funds for condom programming.
• Participate in the development of relevant work plans and implementation of activities
• Prepare programme and activity reports as well as other programmatic reports
• Work with NDA and other relevant institutions to ensure quality of condom supplies at all levels.
• Work with relevant technical units and institutions to quantify and project condom needs for the country.
• Liaise with social marketing organizations and other implementing partners to develop condom brands plus promotional spots and programs.
• Perform any other duties assigned.
Deliverables and outputs
• National condom strategy and distribution guidelines produced
• Guidelines, strategies, education and promotional materials for males and female condoms produced and disseminated
• Condom related public sector disease prevention activities planned, implemented, monitored and evaluated; and, reported on.
• Quarterly coordination meetings to monitor condom supplies, availability and accessibility held.
• Technical guidance in training of trainers and HIV prevention promoters (ABC+) from the districts for male and female condoms offered.
• Guidance on quantification of national condom needs to guide procurement and supply offered.
Minimum qualifications and experience
• The applicant must possess and Master’s Degree in the following fields: Social Sciences, Public Health, Development Studies or other relevant fields.
• Possession of a post graduate qualification in Behaviour Change Communication or Social Marketing will be an added advantage.
• Experience in conducting qualitative study design, training of qualitative researchers, data collection, data analysis and write up is desirable.
• Must have at least five years relevant working experience in health promotion or social marketing at either national or regional levels.
• Demonstrated experience of at least 4 years in relevant capacity building (training, TA, facilitation) in condom use for HIV/AIDS and other STIs control related programmes.
Other competencies
• Well versed with current national and global HIV prevention strategies and plans.
• Demonstrable knowledge and skills in condom programming
• A team player with good negotiation, interpersonal, networking and communication skills.
• Familiarity with commonly used computer packages e.g. Power Point, Ms Word, Internet and Ms Excel
• Knowledge of Condom Logistics Management and Information system
• Hands on skills in planning and good understanding of the strategic direction of MoH and Global Fund programmes.
