Job Description


Under the overall supervision of the Representative and the general oversight of the Assistant Representative as the head of the Integrated Sexual and Reproductive Health (ISRH) unit and direct supervision of the Programme Specialist HIV/Condom Programming, the Programme Coordinator, Comprehensive Condom Programming contributes to management of UNFPA integrated HIV and sexual reproductive health programs with particular focus on condom programming activities; particularly among the adolescents/young people, women and key population groups in development and humanitarian settings.

Job Purpose:
S/he works closely with other staff under the UNFPA Integrated Sexual and Reproductive Health and Rights (ISRHR) unit to ensure expanded comprehensive condom programming as a key component of integrated HIV/AIDS, Sexual and Reproductive Health (SRH) programmes. The core function is to support program stewardship, coordination, partnership building for a total market approach and resource mobilization. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to UNFPA Country Office (CO) and to the UNFPA/UNAIDS/Global Fund Condom Strategic Initiative on condom programming; including planning, monitoring, evaluation and reporting. Working closely with staff on reproductive health commodity and HIV programming, s/he provides oversight on condom programming activities under the Country Office and provides technical support to the Ministry of Health, Uganda AIDS Commission and other partners on condom programming.
Further, s/he is engaged in joint programming under the UN ‘Delivery as One’ umbrella and works closely with other HIV development partners. S/he ensures that the CO condom programs are aligned to relevant sexual and reproductive health and HIV prevention national priorities and development frameworks. The Programme Analyst ensures the appropriate application of UNFPA CO systems and procedures. S/he facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor and civil society agencies to address emerging issues with regard to comprehensive condom programming. S/he plays a pivotal role in mobilizing resources for condom programming from domestic sources and potential development partners. S/he is a substantive contributor to the ISRHR unit and overall UNFPA CO programme team.

Main Tasks & Responsibilities
You would be responsible for:
Coordination & Advocacy:
• Identifies and advocates buy-in and responsibility of lead government agencies to embrace condom program stewardship, enhancing coordination across all sectors and aligning the collective work of key actors around the national condom strategy and operational plan
• Drives a vision for a healthy condom programme and market that will deliver sustained and equitable levels of condom use, while decreasing reliance on external subsidy, advocate for implementation of national condom strategy and operational plan, which includes support for a Total Market Approach (TMA)

• Develops & deploys advocacy strategies supporting sustainable condom use through healthy condom programmes and markets, focusing on domestic allocation of budget support for provision of free condoms and TMA strategies exploiting private sector opportunities
• Identifies opportunities and means to integrate condom programming in other HIV prevention, treatment, SRH and socio-economic development programs
• Facilitates Ministry of Health to convene the National Condom Coordination Committee (bringing together government, civil society, private sector and development partner) meetings and support follow-up on recommended actions through Ministry of Health and other partner institutional systems
• Provides technical support to the Ministry of Health to mobilize resources and operationalize condom coordination and oversight platforms at decentralized levels
• Advocates for and supports key partners in condom programming to comply with regulatory issues and quality assurance requirements by established government standards.
Program analytics and quantification
• Provide technical support to Ministry of Health and partners to design and implement relevant program analytics activities, supporting analyses, sharing, and application of data to inform condom, HIV and SRH programs
• Support total market landscaping analyses required for TMA strategies
• Provide technical support to Ministry of Health and partners to regularly collect & disseminate market intelligence to monitor market trends including volumes distributed by sector, pricing, and market reliance on subsidy
• Provide technical support to Ministry of Health and partners to track indicators measuring progress toward objectives in the Condom strategic plan and TMA strategy
• Strengthen country capacity to forecast needs & support procurement using the condom needs assessment tool, building in the contribution of social marketing and commercial sectors

• Strengthen country capacity to generate condom consumption data and link to mainstream health commodity ordering and reporting systems
Supply & Demand Initiatives:
• Provide support to Ministry of Health, social marketing partners and SRH/HIV partners to design and implement condom last mile distribution strategies to optimize targeting for free condoms within the TMA context to ensure that condoms are available ‘when and wherever’ priority populations need them
• Provide support to partners to design and implement evidence driven, user focused demand creation strategies and activities in line with the condom strategy. In particular spearhead the UNFPA supported condom campaign for and by young people
Planning and implementation of the global Condom Strategic Initiative
• Collaborates with in-country partners, the global coordinator, the regional hub and technical support providers to develop the detailed implementation plan for the Condom Strategic Initiative and annual activity plans
• Develops – with support from the regional hub and the global level – terms of reference for technical support in line with identified country needs
• Facilitates planning of any needed adaptations of current Global Fund country grants relative to condom programming and formulates, in consultation with partners, plans for mobilizing additional resources as needed, including through above-allocation requests to the Global Fund
• Provides periodic reports on the implementation of the Condom Strategic Initiative in the country through commonly agreed review/reporting channels

Qualifications and Experience
Education:
Master’s degree in medicine, public health, demography, population studies, social science or other relevant field.

Knowledge and Experience:
• At least seven years of experience in programme/project management in the public or private sector preferably in HIV/AIDS programming.
• Experience in comprehensive condom programming is desirable.
• Experience working with the Ministry of Health is desirable.
• Excellent computer/information systems skills.
• Understanding of the UN system in general, and especially UNFPA’s mandate, policies, operations and development topics within the Ugandan setting is an added advantage.

Languages:
Fluency in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
