Job Description
ABOUT WFP
United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild their lives. On average, WFP reaches more than 80 million people with food assistance in 80 countries each year. The organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.
Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Programme Policy Officer (Climate Risk Management Specialist), SC10 to be based in Kampala. The selected candidate will be employed Service Contract
ORGANIZATIONAL CONTEXT
Climate change adversely affects agricultural and food systems, which are particularly vulnerable to climate disasters that affect crop, livestock, fisheries, and aquaculture production. Between 2005 and 2015, US $96 billion was lost because of reduced crop and livestock production in developing countries following climate disasters. Climate change also affects the most food insecure people around the world, most of whom live in countries prone to extreme weather conditions and face high levels of environmental degradation. It is estimated that by 2050 the risks of hunger and child malnutrition could increase by 20 percent and climate disasters such as droughts, storms and floods will act as key driving forces behind these increases.
As the climate-related risks on food security, nutrition and livelihoods are rising, so too is our ability to forecast them. However, despite gains in early warnings, acting early enough to anticipate impacts of climate hazards remains a significant challenge. In response, organizations such as WFP have begun to test forecast-based financing (FbF), agricultural insurance and early action mechanisms, innovations that use climate forecasting and other related information to trigger anticipatory actions before a shock occurs.
WFP, together with national and local government partners, is implementing projects to link early warning systems with anticipatory actions embedded in national disaster risk management for critical natural hazards such as droughts, floods and cyclones. In the African region, WFP’s FbF and insurance approach is focused on droughts, as the slow onset hazard allow for WFP interventions across a continuum of early warning, early action, recovery and resilience, which can benefit agriculture, livelihoods and food security in the short, medium and long term.
JOB PURPOSE
To support WFP’s climate portfolio, in particular the forecast-based financing for drought initiative and integration of agricultural insurance in social protection and/or agricutultural support programmes in Karamoja. Based in WFPs’ Kampala office, the expert will provide technical leadership as well as liaise with partner agencies to strengthen coordination and advocacy efforts for the integrated climate risk management approach.
