Project Manager for the Support to Skilling Uganda and SG+ Programme (m/f/x) – Uganda
Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also implements actions for other national and international donors. With its partners in Belgium and abroad Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Background
The Belgian bilateral cooperation has been active in Uganda for more than 20 years, supporting the Government of Uganda in its development agenda in various (sub)sectors: health, teacher education, skills and employment, environment, climate-smart infrastructure, etc.
In 2011, with support from the Belgian Development Cooperation and the World Bank, the Government of Uganda designed a 10-year strategic plan for Technical and Vocational Education and Training programmes (TVET) under the theme “Skilling Uganda”. The main aim of Skilling Uganda (SU) is to raise standards and expand coverage of training and to create employable skills and competencies relevant to the labour market. In 2019, these objectives were reiterated in order to develop a private sector-led skills facility in Uganda.

To support the implementation of this skills reform agenda, Enabel in Uganda and the Ministry of Education and Sports jointly implemented a 5-year (2015-2020) intervention to support the implementation of the Skilling Uganda Strategy. This intervention has been extended until the end of 2022 as part of the Belgian Bridging Programme (2021-2022). The initial Support to Skilling Uganda (SSU) intervention has been enlarged with funds from other donors including the Irish Government, the European Union Trust Fund (EUTF) and GIZ. The European Union as well as Ireland will top-up their initial contributions to allow for an extension until mid- 2023.
The overall objective of the SSU programme, consisting of 4 interventions (SSU-BE, SSU-IRE, SSU-EUTF, SSU-GIZ), is to increase the employability of youth through better quality of instruction and learning in skills development.
Given Enabel’s longstanding experience in these sectors and fields, as well as a positive and established track record of relations with the main stakeholders, the EU Delegation asked the Belgian development agency end of 2019 to design and implement a new intervention contributing to help make Uganda’s business environment more conducive to inclusive and green investments through increasing the supply of qualified workers, establishing private sector-led initiatives to fight corruption and strengthening the private-public sector dialogue.

Description longue
The Skills and Attitude, Governance and Anti-corruption intervention (SG+) will be implemented by the Belgian development agency Enabel in Uganda for a duration of 3 years, and a budget of 5 million EUR financed under the 11th European Development Fund (EDF). It is considered as a pilot project with relatively limited resources that is supposed to pave the way for future support by donors and other sources of financing, hence a focus on learning and capitalisation. Leveraging on and aligning with other donor-funded projects will be important. Activities will be implemented in direct management or through grants. Indeed, Enabel has the intention to delegate an important part of the activities through direct grants to the Private Sector Foundation Uganda (PSFU), the national representative body for the private sector.
The intervention is structured around three specific objectives:
• Graduates entering the labour market are equipped with adequate skills and attitude leading to further productivity of companies engaged in the green economy.
• Practices, evidence-based dialogue and advocacy within the public and private sector are improved to combat corruption.
• Response to Covid-19 crisis and resilience of private companies in targeted sectors are enhanced.

Job description
Reporting to the Country Portfolio Manager (CPM) and leading a team of 8 people your duties as Project Manager for the SSU/SG+ programme are as follows:
• You are responsible for the good execution of the programme and the coherence between different interventions (content, planning, budget, quality);
• You coordinate the realisation of the activities with a view of achieving the programme objectives;
• You contribute to capacity development of partner organisations (Ministry of Education & Sports, Ministry of Gender / Labour and Social Development / Private Sector Foundation Uganda / sector skills councils / (vocational) training institutes , etc.);
• You coordinate the learning process on how an intervention contributes to the development of the sector;
• You lead the team placed under your hierarchical responsibility;
• You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Your profile
Required qualifications
• Master’s degree in a relevant subject.
Required experience
• Minimum 5 years of international project experience in the field of support to the Private Sector Development (PSD), skills and employment, and/or technical and vocational education and training;
• Institutional capacity building and good governance approaches;
• Experience within the field of green economy;
• Strong experience in setting-up and implementing monitoring systems for Skills & Employment programmes, PSD programmes and also in advising on policy issues at Ministry level concerning PSD and Skills & Employment;
• An experience of a least 5 years as team manager;
• Minimum one relevant professional experience outside your country of origin;
• Previous working experience in Uganda and knowledge of its private and/or public sector context is an asset.
Required skills and knowledge
• In-depth knowledge of project management methodologies;
• Proven knowledge of operational issues with grant funding and its financial accountability issues;
• Efficient communicator and experience to lead a team and to motivate colleagues in a multi-cultural and complex partnership setting;
• Negotiation and diplomatic skills to engage in a high-level dialogue are essential;
• Strong analytical mind and goal oriented work attitude;
• Monitoring and evaluation competences;
• Considering the working language of Uganda and the international environment in which you work, an excellent knowledge of English is required.

We offer you

• A contract of 24 months that could be subject to extension if additional funds are obtained from donors. You are based in Kampala with frequent travels nationwide (more frequently to Entebbe and Jinja sub-regions, to Fort-Portal and Ruwenzori/Albertine regions, to Karamoja and Northern Uganda).
• A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
• In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).
The various amounts vary in function of relevant recognised experience for the function, family composition and the fiscal situation.
