The LWF Uganda Program is looking for qualified and experienced persons to fill the following position;
Job Title: Project Manager MIRP
No. of Positions: One (1)
Place of Assignment: LWF Kyangwali Sub Program
Reports To: Team Leader
Liases With: CMT Kampala, HR Manager, Logistics Manager, Grants Manager, Government Officials, Donors and Other Partner Agencies.
Starting date: ASAP
Duration of Contract: 1 year contract (with possibility for extension)

Job Summary:
Under the guidance of the Team Leader, The Project Manager is responsible for the day-to-day management, quality assurance, and reporting of the LWF/MIRP Project, in line with the approved project documents and signed cooperation agreement. The Project Manager will supervise the project team and not only provides technical support but also provides the needed leadership to ensure the team is well coordinated with relevant key stakeholders/ beneficiaries/LWF Sector-Heads to implement MIRP project in Kyangwali Refugee settlement.
Main Duties & Responsibilities:
Project design and Implementation:
• Provides technical and programmatic oversight to ensure quality design and implementation of the project activities and achievement of the project specific objective, results and indicators outlined in the approved project documents through preparation of periodic project work plans and budgets in conjunction with the other section heads, the team leader and Accountant to ensure appropriate utilization of project resources
• Ensures project compliance to organization’s policies, procedures and donor guidelines
Project Coordination;
• Coordinates closely with the key relevant stakeholders, beneficiaries, LWF Kyangwali sector heads and project team to ensure efficient execution of project activities in well -planned and timely manner to ensure optimum utilization of project items and/or ideas provided within the approved budget and proposal.
• Ensure that all Projects have approved Work Plans, Procurement Plans, Manpower Plans for all projects in the sub program and are submitted on time;
• Build the capacity of project teams on project planning and scheduling.
Staff Performance Management:
• Lead and manage staff ensuring clarity over plans and priorities, providing supervision, guidance and mentoring, encouraging effective team work and inclusiveness and building a team spirit through regular meetings and events and clear reporting mechanisms for each team member;
• Provide management support to direct reports in their management of others, and their implementation of role objectives, work plans and budgets management;
• Advise and assist with defining the required team composition and structure for the operational programme in accordance with LWF standard structure;
• Agree clear performance objectives for all project officers for appraisal, and ensuring all team members have appropriately set objectives, and that appraisal are undertaken in a timely manner.
• Be responsible for staff development, coaching and mentoring to enhance the capacity of staff.
Budget management:
• In close collaboration of with SPA, review financial management reports monthly, cash flow projections, truck budget expenditure and report actual cash flows and variance to team leader and grants timely.
• Develop tools for budget tracking and monitoring.
• Identifies and resolves any financial management problems which may arise.
Project Monitoring, Evaluation and Reporting:
• In liaison with M&E unit, the Project Manager completes and updates the M&E planning matrix based on data collected during monthly field visits and from reports received from MIRP Project Officers, develops project monitoring and evaluation tools in close collaboration with the MIRP Consultant to assess and report on the progress and quality of completed and on-going project activities;
• Ensures that routine field research involving the collection of qualitative and quantitative data is conducted and analyses/compiles the data to measure progress against project objective/results/indicators/activities, to assess project impact on beneficiaries and to make recommendation for appropriate action.
• Prepares and submits interim and final reports as per the cooperation agreement
Others:
Undertake other related duties as may reasonably be assigned by the Supervisor
Education, Experience, Skills & Technical Competencies.
Applicants must possess a Bachelors’ Degree in Management, Finance, Development Studies, Social Science, or any other related field; A Masters Degree/ Postgraduate training in M&E and/or Project Planning and Management is an added advantage; At least five(3) years experience in a senior management position; Demonstrated experience in managing partnerships and coordinating complex and sensitive projects; Maturity and discretion, ability to work and maintain confidential information; Excellent inter-personal and communication skills; Strong organizational skills including proven ability to plan and coordinate own work as well as that of others, and ability to meet tight deadlines; identifies priority activities and assignments.
