ZOA is an international NGO that inspired by Christian identity and biblical message of reconciliation and restoration of a broken world with its headquarters in the Netherlands. ZOA operate in fifteen countries on and on three continents. At ZOA we provide relief to people affected by conflict or natural disasters, contribute to a new perspective of hope in which people work together for a promising future in dignity and mutual trust. Together with the affected communities we work on the recovery of their livelihoods.

In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA Uganda works both in relief and recovery on the themes of food security & livelihoods, WASH, primary/accelerated/vocational education, and conflict management with a special focus on land security.
ZOA is looking for a: The Project Officer (PO) – SUPREME 2 Positions

Purpose of the position

The Project Officer (PO) – SUPREME, with support from the Project Coordinator and Project Manager, is responsible for the day to day planning, and implementation of ZOA activities under the SUPREME livelihoods project (as part of a consortium led by World Vision).

Project specific details:

The SUPREME project runs from August 2020 – July 2024. The project’s overall outcome is to increase access to decent employment for refugees and host communities. The project’s Theory of Change (TOC) is that financial inclusion and social cohesion are necessary preconditions for economic self-reliance of vulnerable populations. The project directly benefits 25,000 households (men, women & youth) in 4 refugee hosting areas namely Arua, Madi Okollo, Obongi and Moyo districts. ZOA implements the project in Arua and Madi Okollo districts. Project outputs include (1) Financial inclusion and social cohesion among Saving & Development Clusters (SDC) increased (2) Sustainable agricultural value chain and nonagricultural enterprises developed and (3) Young women and men from SDC member households are linked to private sector employment.

The PO will mobilize the Savings and Development Clusters (SDCs) (farmer groups) and train them on agribusiness ensuring they adopt the methodology for higher incomes. The PO supports the community volunteers (Village Agents) in monitoring and collecting data from the SDCs ensuring that the project indicators are report

Place in organization

The PO fulfills a technical role within the Supreme project and reports to the Project Coordinator (field coordination). The PO supports other project team members and community volunteers in implementation.

Responsibilities and main activities
Implementation
• Implements project activities in line with the project proposal to achieve optimal project outputs and outcomes in line with ZOA/donor procedures and targets;
• Supports community volunteers (Village Agents) in day to day implementation;
• Accounts timely for executed project activities in line with and according to relevant ZOA policies and guidelines;
• Oversees and ensures implementation is in line with standards and policies of both ZOA and government of Uganda;
• Any other duty as assigned by the supervisor in line with the project.

Reporting
• Provide inputs to implementation plans and activity/monthly reports;
• Identify, document lessons learned and best practices;
• Prepare and submit well written success stories;
• Contribute to project reports or implementation plans as required by supervisor;
• Collect monitoring data according to ZOA’s systems and activities in the project;
• Actively participate in (technical) working groups and coordination meetings.

Human Resource Management
• The Project Officer does not supervise any staff as a direct supervisor. However, Project Officer will work and oversee the work of community volunteers. They may be asked to check attendance records, training quality delivery and provide day to day support to volunteers.

Procurement and finance
• Initiate timely purchase requisition of project goods/services;
• Ensure expenses are in line with approved budget;
• Provide appropriate codes for expenses.

Characteristics of Role

Duty station is the ZOA office in Rhino Camp with regular visits to project locations in West Nile

The role is 1.0 FTE (40 hrs/ week). Working hours are outlined in the ZOA Uganda Conditions of Service. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.

Competencies
Knowledge & Experience:
• Degree or Diploma in the Agricultural Sciences, Agribusiness, Agricultural Education, development studies and related fields; Specialized training as TOT in ERI, VSLA and FFS methodology is a plus.
• At least 2 years successful experience in a similar position implementing related projects;
• Working experience in a humanitarian setting is an added advantage;
• Experience with large project funded by institutional donors;
• Understanding of the local context, culture, and languages;
• Proven experience in implementing clean/renewable energy projects.

Skills:
• Good communication, writing and facilitation skills;
• Innovative, creative and enthusiastic;
• Good computer skills: Ms Excel and Ms Word;
• Self-motivator, able to work with limited supervision;
• Able to ride a motorbike in field conditions, holding a valid driving license. This will be checked with a practical test during the interview process.
