Job Description
John Snow, Inc. (JSI), a leader in the field of international public health, is currently recruiting for Quality Improvement Officer Position for the Regional Health Integration to Enhance Services-North, Lango (RHITES-N, Lango) Project, funded by the USAID. RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, subregional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and highHIV-prevalence locations. USAID RHITES-N, Lango project is a five-year contract that started in February 2018 and will end in February 2023. The JSI team includes, Another Option, and Medical Concierge Group.

Job Summary:
The QI officer will work closely with the project QI advisor to provide QI technical support for the RHITES-N, Lango interventions to support HIV, TB and Family Health Quality Improvement services, ensure effective planning, implementation, and monitoring of cost-effective interventions at the project. He/she will contribute to technical guidance in QI interventions. He / she will be responsible for set-up, testing and implementation of QI initiatives, will be responsible for facilitating synthesis and documentation of innovations and supporting teams to implement interventions with fidelity. S/he works in collaboration with other technical teams, DHMT and health facilities to support QI implementation. S/he will also continuously engage with the district/facility QI teams and support the transition partners to implement QI interventions.
Roles and responsibilities
• In collaboration with the Quality Improvement Advisor, provide support for the establishment and strengthening of the functionality of QI interventions at the district, facility, and community/CSO level in accordance with the Health Sector QI Framework and strategic plan, to address priority quality gaps and provide a strategy for regional level scale up.
• Develop, test and support the roll out of QI tools through the Ministry of Health structures.
• Build the capacity of the district/ facility QI teams to use the Ql approach to improve the quality of care.
• Coordinate and liaise with the local partner and Districts to implement QI interventions for the MOH priority areas.
• Work with the QI advisor to evaluate and modify Ql strategies in line with the project work plan.
• Facilitate peer-to-peer learning sessions, synthesize and document emerging changes.
• Document best practices in form of case studies, success stories, abstracts, video clips in addition to the routine monthly updates, quarterly and annual reports.
• In collaboration with the monitoring and evaluation team, guide and facilitate the use of data to improve process and outcome indicators, review and manage data from the health facility/community teams, and provide feedback to maintain valid and up-to-date data in the QI database.
• Liaise with project technical leads and the transition partners to ensure cluster teams integrate QI in project activities for continued institutionalization of QI in the Lango sub-region
• Work with other Technical Leads to ensure district health delivery systems and health care facilities consistently meet the quality standards of care.
• Perform any other duties as assigned by the supervisor
Required Qualifications and Skills
• Bachelor of Medicine and Bachelor of Surgery, Nursing, Public Health or any other Health related field.
• A minimum of 2 years work experience implementing QI approaches experience (not more than five years ago) working in collaboration with MOH, international and local donor agencies, district local governments, and health facilities (public/private).
• Experience working in the Lango subregion is an added advantage
• Demonstrable experience supporting multiple health facilities to implement QI interventions
• Good knowledge of HIV/ TB and Family health issues and the evidence behind successful approaches to improve services, with a proven track record/ demonstrated ability of improving quality of health services at health facilities and in the community
• Knowledge and experience of public health systems in Uganda
• Excellent mentorship and facilitation skills with experience in conducting trainings
• Ability to collect, analyze, evaluate, and visualize (quantitative and qualitative) data
• Previous experience working with USAID (PEPFAR supported HIV care and treatment programs) is desirable or other donors and multilateral agencies with an in-depth knowledge of USAID programs, regulations, compliance and reporting
• Familiar with basic communication technology to manage virtual meetings and adequate working knowledge in the use of Microsoft Office package (Word, Excel minimum).
• Strong skills in teamwork, facilitation and ability to communicate effectively (oral and written) and be comfortable with both qualitative and quantitative methods and have solid computer skills (writing, data collection, analysis and reporting skills).
• Ability and willingness to travel within the supported districts for 90% of the time.
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Have strong organizational skills; be self-driven and able to work effectively under pressure.
• Knowledge of the relevant Uganda national health policies, strategies and structures
• Demonstrated knowledge of the Uganda health system, and ability to build and sustain strong relationships with national partners in Health services including representatives from implementing partners, regional referral hospitals, districts, NGOs, CSOs, and the private sector.
