Food for the Hungry (FH) is a Christian international relief and development organization with a vision to end all forms of poverty. FH that has been working in Uganda since 1989, with its head office in Kampala and operations in the districts of; Adjumani, Kitgum, Lamwo, Kween, Mbale, Namutumba, and Amudat Districts implementing programs in four main sectors of Education; Food Security and Livelihoods; Health & Nutrition and Disaster Risk Reduction with the Head office located in Kampala.

Job Title: Regional Finance Officer- East (1 position)
Position Type: Permanent Staff

Position Summary:
Under the supervision of the Finance Manager, the Regional Finance Officer will be responsible for the day-to-day running of Finance operations including deputizing the Finance Manager when not available, review all payments below 10.000.000 million and field’s monthly financial reports, review payroll template from the HR Office and import all journal templates for posting in the Sun System. He/she will handle monthly bank reconciliations, filing of the statutory payroll requirements and monitor transactions to ensure proper cash management for all the field offices in line with the planned program activities in compliance with FH policy and Procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Key Result Area #1: Financial Management
• Provide technical assistance to program staff in understanding the expense monthly report.
• Work with Program teams in doing the reversal of wrong budget codes.
• Review payment documents, ensuring that they are complete, correct and in line with FH policies
• Participate in the preparation of monthly donor reports, in accordance with different donor requirements/templates
• Received and review the field journal for posting in the system in time.
• Collaboratively work with the Finance Manager in posting all transactions into Sun system on a monthly basis. Country expense report is running and issued to all stakeholders.
• Work with program teams in preparing for internal and external audits and in close collaboration with FM, participate in the process of implementing audit recommendations.
• Review all monthly FHU accountabilities for completeness, proper coding, and adherence to budgets and correctness before importing them into sun system.
• Perform monthly bank reconciliation and/or allocations for all balance sheet accounts using Sun System.
• Participate in the monthly review of payroll to ensure accuracy and alignment to relevant policies.
• Prepare periodic USAID VAT Reports for submission to the Regional Finance Manager
• Ensure accuracy in all tax calculations as well as follow up of timely submission Statutory deduction to relevant authorities.
• In close collaboration with the FM, build the capacity of program teams in the area of financial management.
• Perform cash count with the accounting assistant every Friday of the week.
Key Result Area #2: Personnel Management including capacity building.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Technically supervise all field accounts staff in all FHU cluster offices.
• Ensure compliance with financial policies (e.g. per diem policy, prequalified vendors’ list, etc.)
• Professionally, on behalf of FHU, deal with banks, URA, government bodies, and other stakeholders on work-related issues.
Key Result #3: Additional Duties
• Perform other duties assigned by the line manager for the accomplishment of program objectives.

Experience
• A minimum of 5 years of extensive experience in financial management and co-ordination preferably within an international NGO environment
• Having an auditing background is an added advantage
Education/Certifications
• Bachelor’s degree in Accounting Finance, Commerce or Business Administration.
• CPA/ACCA professional qualification.
