The Deutsche Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany with International operations in Uganda, GIZ Implements commissions for the German government and other national and international, public, and private sector clients within the framework of the international Cooperation between the Federal Republic of Germany and the Government of Uganda. GIZ Uganda has numbers of duty stations across the country, with more than 400 staff members. Minimising security risks to our staff is the highest priority. In order to achieve this, GIZ implements a professional security risk management system in its partner countries.

Knowledge, Skills & Competences
• Excellent planning and organisation skills, including prioritising tasks, and following up regularly on ongoing tasks.
• Excellent communication and advisory skills, ability to convince internal and external stakeholders of the importance of security risk management. (to support the risk culture), combining sound analytical skills with the ability to present complex information in an easily digestible way.
• High level of cultural sensitivity and empathy as well as the ability to balance a variety of interests.
• Proven ability to take decisions and ensure their implementation under pressure or in critical situations.
• Good working knowledge of ICT technologies and computer applications (e.g. MS Office, MS Teams, Excel).
• Fluency in English is required. Fluency in German is an additional asset.
• Willingness to Travel to remote destinations in Uganda, possibly at short notice.

Responsibilities
The Security Risk Management Advisor is responsible for:
Key Responsibilities
• Contribute to the safety and security of our staff and operations and thereby support the successful implementation of development programmes and cooperation.
• Supports and advises the Country Director in the implementation of the Uganda-specific GIZ Security Risk Management Strategy.
• The SRMA will keep in close contact with the Regional SRM Hub East Africa and Corporate Security Unit, and regularly exchanges ideas and knowledge with colleagues there.

The Security Risk Management Advisor performs the following tasks:
Specific Tasks
• Contributes to and further develop a professional SRM system for GIZ Uganda, which can be adapted to specific local contexts where programmes are implemented.
• Develops unbiased security, conflict and actor analyses, regular situation reports, location profiles and further research documents, as well as incident reports, and inform management and employees about changes in the security situation and support the implementation of directives for the protection of staff as required.
• Contributes to creation, implementation and supervision of security risk management related tasks and processes, as well as administrative and data management related tasks.
• Conducts regular SRM tasks (security briefings, Site Security Assessments for offices and residences, updating and developing new SOPs, etc), including implementation of and reporting on GIZ Minimum Security Standards.
• Advises AVs and staff on SRM policies, procedures and measures for their specific contexts.
• Liaises, build and maintain networks with multiple actors such as local and national authorities, international government and non-government organizations, as well as GIZ East Africa Hub and Corporate Security Unit.
• Is the main operator for the GIZ Uganda Emergency Mass Notification System (EMNS), responds to security incidents reported by GIZ staff and consultants.
• Coordinates the regular Country Risk Management Team meetings, and the Security Focal Point network.
• Is responsible for implementation of SRM measures and SOPs for the Country Office.
• Supports crisis preparedness so that GIZ Uganda can respond to crisis on a 24/7 basis and support the Country Director and Crisis Management Team as required in the event of an emergency.

Other Duties/ Additional Tasks
• Performs other duties and tasks at the request of management

Qualifications
• Bachelors’ degree security risk management, crisis management, regional studies, political science, journalism, logistics, social science, peace and conflict research, international relations, or other related courses.
• Possession of CIPS will be an added advantage.

Details of experience
• At least 3 years of professional experience in security risk management in the context of development or humanitarian work.
• Comprehensive understanding of the Ugandan and regional political and security context is an additional asset.
• A military or police background is neither necessary nor sufficient but can be beneficial if combined with relevant work experience in the field of security risk management
