About the Job
The Security and Safety Officer plays a key role in advising the delegation or site on security risk assessments, providing expert recommendations on mitigating measures to address identified risks. S/he ensures that security-related information is effectively communicated and accessible, in full compliance with Duty of Care obligations. Under the supervision of the Head of Operations, the officer is responsible for closely monitoring security operations, ensuring that security policies, regulations, and rules are diligently implemented and followed. Their core responsibility is to establish and maintain a secure and safe environment for all personnel, including employees, contractors, and visitors. This involves the proactive identification of potential threats, the continuous evaluation of safety measures, and the implementation of corrective actions, when necessary, all while ensuring that organizational assets are protected, and the well-being of all stakeholders is prioritized.
Duties and Responsibilities
- Under the direction of the Head of Operations, analyzes security risks to ICRC staff, operations, and reputation, and contributes to risk analysis exercises. Maintains a database and map of security incidents, threats, and trends.
- Monitors the effective implementation of security procedures, conducts security briefings, and provides context-specific safety training for staff across the Area of Responsibility (AoR).
- Provides continuous mentoring and leadership for security personnel, conducts staff appraisals, and develops a feedback mechanism to ensure high performance.
- Supports management in assessing the safety of current and potential training/residence locations.
- Advises management on security policy violations and ensures corrective actions are taken in case of non-compliance.
- Manages security service contracts with transparency and professionalism, in coordination with Admin and ICT departments.
- Supervises security guards, ensuring their performance, training, and professional conduct align with ICRC standards.
- Implements effective monitoring systems for Field Trips, ensuring security measures are in place and relevant to the context.
- Oversees emergency response procedures, including medical, security, and safety emergencies, and responds to traffic incidents by liaising with authorities and preparing incident reports.
- Ensures workplace safety compliance, including fire safety equipment and training, conducts emergency drills, and ensures adherence to occupational health and safety legislation.
- Is the focal point within the delegation for any issues pertaining to securtiy with the host national society and PNS, in consultation and collaboration with the Cooperation department.
- Under the direction of the Head of Operation, develops external networking with formal and informal security forums (NGOs, International Agencies, and Diplomatic organizations, as well as police and other law enforcement agencies). Notifies the authorities of the ICRC movements (if required).
Minimum Qualifications
- University degree or diploma, preferably in Security Management or a related field
- Proven experience in security and safety management, with a background in crisis management, ideally within the humanitarian sector or security-related fields such as military, police, or emergency services.
- Fluency in English is required; proficiency in French is a strong asset.
- Valid driver’s license.
- Proficient in computer applications and security software.
- In-depth knowledge of security protocols, procedures, and best practices.
- Strong analytical, report writing, and communication skills.
- Excellent organizational abilities and a high level of responsibility.
- Demonstrated experience in staff management, with the ability to lead, mentor, and support teams effectively.
- High ethical standards, integrity, and a strong commitment to confidentiality.
- Exceptional interpersonal skills, with the ability to navigate sensitive and complex situations with tact and professionalism.
- Willingness to work irregular hours and independently, with minimal supervision.
