Job Description


The Senior Assessment Coordinator is responsible for the management and implementation of a monitoring framework for ECHO’s Basic Needs Approach, including the preparation, implementation and follow-up of evaluation activities. S/he is also responsible for related logistics, partner coordination, reporting and financial management.

Duties and Responsibilities
• Inter-consortium coordination. In close coordination with the consortium partners, IMPACT Research Manager, and other relevant stakeholders, provide technical leadership/ oversight/ support for all consortium-level MEARL activities though:**
• Coordination with relevant partners and other stakeholders and facilitation of regular meetings, and provision of meeting minutes to all relevant stakeholders.
• Review and harmonisation of agreed-up robust measurement methodologies, technical tools, their application and quality standards within the overall framework developed for the BNA;
• Create and maintain up-to-date, comprehensive and accurate databases of progress against project indicator targets, linking to available sources of information;
• Ensure data management and data security practices under the project scope adhere to the guidelines set by the EU General Data Protection Regulation as well as maintain general good practices;
• Management of evaluation activities
• Development of the technical design of the monitoring framework, in coordination with relevant stakeholders, including the creation of terms of reference of the monitoring framework.
• Creation of a clear guidance note on the use and implementation of the monitoring framework.
• Analysis of indicators obtained through the monitoring framework.
• Presentation of findings to all key partners and other stakeholders.
• Drafting of a short report outlining the key findings.
• Key Performance Indicators
• % of milestones completed on time as per original work plan
• activities completed on time without the need for an NCE
• activities completed within budget flexibility (not requiring a budget amendment for project lines)

Requirements
• Must be a Ugandan national
• Excellent academic qualifications, including a Master’s degree in relevant discipline;
• At least 5 years of relevant working experience in humanitarian or development settings such as research, evaluation, assessments and programmes, with 2 or more years in a management position
• A demonstrated experience in coordinating and engaging with high-level stakeholders
• A demonstrated understanding of the refugee response
• Field experience related to monitoring and evaluation activities, humanitarian or development interventions, or other similar relevant sector are required;
• Excellent analytical skills;
• Excellent communication and drafting skills for effective reporting;
• Ability to operate in a cross-cultural environment requiring flexibility;
• Familiarity with the humanitarian aid system, and understanding of donor and governmental requirements
• Fluency in English required
• Ability to multitask with tight deadlines, on numerous research cycles;
• Ability to work independently and coordinate remotely critical
