Job Summary:

The Senior CLA/Data Use Manager will be responsible for active management of project performance, continuous improvement and learning to drive timely adjustment of project implementation. S/he will lead project’s effort towards collaboration with national players with a view to enhance knowledge and access to best practices across key stakeholders, adequate use of quality data to inform supply chain performance management and timely decision making. S/he will stimulate and support innovation under SSCS through operational research. This position’s responsibilities are highly cross-functional and will support all result areas.

Key Duties and Responsibilities:

Collaborating, Learning, and Adapting (20%)

  • The Senior CLA/Data Use Manager is responsible for making sure that SSCS takes a systematic and deliberate approach to CLA, whereby SSCS continuously learns from its implementation based on evidence, critically reviews SSCS and Uganda supply chain performance, identifies corrective actions or required changes, and assesses whether changes yield expected results.
  • S/he will also ensure that the CLA approach includes identifying national and international best practices, sharing them effectively internally and externally, and fostering concrete opportunities to implement and leverage them in Uganda in coordination with other teams within the SSCS project teams and with national stakeholders.

Monitoring and Evaluation (10%)

  • S/he will oversee the development and implementation of the Activity Monitoring, Evaluation and Learning Plan and subsequent updates as necessary and ensure timely and accurate reporting to the project leadership and USAID,
  • S/he will support project performance management by ensuring that the CLA/Data use unit is an active contributor and advisor to the rest of the project through regular performance assessment including analysis of the AMELP indicators and other project indicators, understanding of challenges and identification of corrective action.
  • S/he will oversee the implementation and use of DREAM@MSH.

Data Use (20%)

  • S/he will develop and implement a strategy to enhance use of data across the supply chain that combines increasing awareness and understanding of the power of data among government, implementing partner, and SSCS partners’ counterparts, providing technical leadership in data analysis, and raising confidence in the data by improving its quality and simplifying its access and analysis.

Operational Research (10%)

  • S/he will support the implementation of innovations and identification of best practices through small research studies and assessment of pilots.

Knowledge Management and Communication (15%)

  • S/he will oversee the development and implementation of a knowledge management plan in support of project activities and to ensure an effective mechanism is in place to share information internally and externally.
  • S/he will oversee the development and implementation of a communication strategy to ensure visibly of SSCS and MSH work and success across key stakeholders including USAID, MOH and others.

Project Leadership and Management (25%)

  • As a member of the project Management team, the Senior CLA/Data use manager will take part in supporting the COP and DCOP in defining and adapting project strategies and supporting its successful implementation.
  • Manage staff in a way that promotes respect, accountability, performance and growth in line with MSH values, policies and guidelines.
  • Implement an effective performance-management program focusing on results and individual accountability, including regular check-ins, annual appraisals, supervision, mentoring and coaching, and career development support.

Qualifications, Skills and Experience:

  • The applicant should preferably hold a Postgraduate degree in relevant field.
  • At least 10 years working in health development and /or system strengthening projects in the developing world.
  • Hands on experience with data management for decision making and performance improvement.
  • Prior experience working on Supply Chain systems a plus.
  • Experience implementing M&E and/or operational research key principles desired.
  • Experience and track records setting project and/or initiatives objectives/targets, monitoring performance and driving improvements.
  • Mastering data analysis/use and evidence base decision making.
  • Experience building capacity in the use of data / data quality.
  • Experience and track records working in a cross-functional environment.
  • Experience in ‘Learning’, preferably as per USAID-CLA approach.
  • Sound Knowledge and track records of implementation of M&E and Operational Research key principles.
  • Prior experience working on a USAID funded project required.
  • Experience managing project or initiatives and teams.
