Job Description


The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
The Senior Finance Officer is responsible for all aspects of financial management of the country program, ensuring compliance with Global Fund internal policies and procedures as well as donor regulations.

Responsibilities
• Oversee and manage daily program-wide accounting and finance functions including timely recording of transactions, cash management, payroll, Inventory management, Advances Ledger, and payables.
• Plan and implement systems for financial operations in the country office and in area program offices in accordance with donor regulations; including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial recordkeeping, grant management and compliance.
• Train and supervise finance staff in the program.
• Prepare Financial Performance reports that track expenditure for effective monitoring in a timely and accurate manner.
• Maintain and update the advances ledger on a monthly basis.
• Liaise with Accountants on the accountability status from Sub recipients including funds disbursed to Districts.
• Prepare monthly management reports including expenditures by cost category and other financial
information, in a timely and accurate manner.
• Ensure that Bank reconciliations are prepared and reviewed on a monthly basis.
• Prepare financial reports, for review to donors in line with donor requirements and templates on a timely manner.
• Continuously stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; train Global Fund staff in these policies.
• Ensure compliance with Global Fund financial policies and procedures.
• Other duties as assigned.

Minimum qualifications and experience
Must possess ACCA or Certified Public Accountant (CPA – U) Accountancy qualifications.
• Must be Member in Good Standing with either CPA or ACCA
• Must possess a Post graduate qualification and an MBA is must.
• Must possess a Bachelor degree in Commerce/Business Administration or its equivalent with bias in Accounting or Finance.
• A minimum six (6) years of relevant experience in Program finance with Central Government OR similar reputable institutions, with particular expertise in supporting and implementing financial management operations for Donor funded projects/programs.
• Demonstrated experience and skills with Budget Preparation and Analysis, Financial Reporting Preparation and Presentation and the proven ability to translate technical financial data into informative reports.
• Strong accounting skills and experience, including management of financial transactions, journal entries, payroll, advances Leger, Assets ledger, payables ledger.
• Advanced computer skills in MS Office programs, particularly Excel
• Prior staff supervisory experience and strong organizational skills are desired
• Excellent oral and written English skills.

• Ability to occasionally conduct training of staff within the financial management area.
